WHEREAS, pursuant to Substitute BL 2023-1867 $175,000 has been appropriated to the Office of Family Safety to disperse to the Sexual Assault Center for providing aid to sexual assault victims; and,

WHEREAS, the Metropolitan Government, acting by and through the Office of Family Safety, and the Sexual Assault Center wish to enter into a grant contract whereby the Sexual Assault Center will provide medical legal exams and provide therapy sessions to residents in Davidson County who are sexual assault victims; and,

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated States that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by Resolution appropriate funds for the financial aid of nonprofit organizations; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this grant be accepted.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the grant contract by and between the Metropolitan Government, acting by and through the Office of Family Safety, and the Sexual Assault Center, appropriating $175,000, for the provision of medical legal exams and therapy sessions to sexual assault victims, a copy of which is attached hereto and incorporated herein, is hereby approved.

Section 2. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Analysis

 

This resolution approves a grant contract between the Office of Family Safety and the Sexual Assault Center. This contract is to provide legal exams and provide medical legal exams and therapy sessions to victims of sexual assault in Davidson County. The $175,000 funding for this contract was previously appropriated in Fiscal Year 2023/2024 operating budget, approved by Substitute Ordinance No. BL2023-1867.

 

Pursuant to the contract, the Sexual Assault Center agrees to provide 100 medical legal exams to victims and survivors of sexual assault, provide 500 therapy sessions to victims and survivors of sexual assault, and staff the Safe Bar program with a full-time training specialist tasked with expanding the Safe Bar program and conducting general primary prevention training. Metro will provide $175,000 to the Sexual Assault Center to fund these services. The grant term begins July 1, 2023, and ends June 30, 2024.

 

Tennessee Code Annotated section 7-3-314 authorizes Metro to provide financial assistance to nonprofit organizations. In addition, Section 5.04.070 of the Metro Code of Laws provides that the Council may appropriate funds for the financial aid of nonprofit organizations by resolution.

 

Fiscal Note: The Metropolitan Government will provide $175,000 to the Sexual Assault Center for the performance of this contract.
