WHEREAS, retired Chief of Police Joe D. Casey passed away on July 31, 2022, on his 96th birthday; and

 

WHEREAS, Chief Casey was born on July 31, 1926, in Cheatham County, Tennessee and was a graduate of North High School in Nashville where he participated in baseball and basketball; and

 

WHEREAS, in November 1951, Chief Casey was appointed as a patrolman with the police department; and

 

WHEREAS, he rose through the ranks of the police department and was appointed acting Chief of Police in November 1973, and then permanent Chief in 1974; and

 

WHEREAS, during his tenure, Chief Casey hired hundreds of police officers including current MNPD Chief John Drake, who entered the MNPD Academy in March 1988; and

 

WHEREAS, during his career, Chief Casey helped start the anonymous tip line Crime Stoppers, the MNPD Christmas basket program for the needy, and was instrumental in starting Police Advocacy Support Services (PASS); and

 

WHEREAS, Chief Casey assigned the first female officers to patrol and motorcycle traffic squads, and promoted the first African American officer to rank of Assistant Chief; and

 

WHEREAS, Chief Casey served as president of the International Association of Chiefs of Police (IACP) in 1987, and president of the Tennessee Association of Chiefs of Police (TACP) from 1976-1982; and

 

WHEREAS, Chief Casey retired from the MNPD in July 1989; and

 

WHEREAS, in honor of his public service, the TACP annually bestows the Joe Casey Award to an active or retired chief in recognition of outstanding character and service, and he personally presented the award over the years; and

 

WHEREAS, on September 4, 2012, the Metropolitan Council adopted Ordinance No. BL2012-217, naming the West Police Precinct located at 5500 Charlotte Pike in honor of Chief Joe Casey; and

 

WHEREAS, Chief Casey wore many hats and loved sports, his family and friends, co-workers, and the city of Nashville; and

 

WHEREAS, it is fitting and proper that the Metropolitan Council honors the life of retired Chief of Police Joe D. Casey and recognizes his many years of dedicated service to the people and the city of Nashville.

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

 

Section 1. That the Metropolitan Council hereby goes on record as honoring the life of retired Chief of Police Joe D. Casey.

 

Section 2. This Resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
