WHEREAS, on March 27th and 28th, 2021, the County experienced historic rain and flash flooding in Zip Code 37211. As a result, in May of 2022, there was a Presidential Disaster Declaration resulting in the award of $8,518,000 in Community Development Block Grant - Disaster Recovery (CDBG-DRGR) funds to assist in long-term recovery efforts; and

WHEREAS, federal register notices describing terms for the use of the CDBG-DR funds provided that funds be spent in the Most Impacted and Distressed (MID) area which was identified in a separate memorandum to be ZIP Code 37211; and

WHEREAS, by Resolution R94-1326, the Metropolitan Council designated the Metropolitan Development and Housing Agency ("MDHA") as the lead agency responsible for the preparation of the Five-Year Consolidated Plan for Housing and Community Development for The Metropolitan Government of Nashville and Davidson County; and

WHEREAS, to access the CDBG-DR funds, HUD directed Grantees to prepare an Action Plan (AP), to allocate the funds to eligible activities/projects; and

WHEREAS, the CDBG-DR Action Plan allocates funds to the following activities:
