A resolution requesting the Metropolitan Department of Water, the Metropolitan Planning Department, and the Metropolitan Department of Codes Administration work together to review the efficacy of current regulations and code provisions affecting infill development and develop new procedures, as necessary to regulate infill development and better manage stormwater runoff.

WHEREAS, infill development in neighborhoods around Nashville and Davidson County has had the impact of increasing density, but also increasing the amount of impervious surfaces; and 

WHEREAS, when the amount of impervious surfaces increases it can impact stormwater runoff and make it more difficult to retain the excess water on the property grounds; and

WHEREAS, increases in stormwater runoff has led to increased constituent complaints of flooding, erosion, and sedimentation; and

WHEREAS, in order to address these issues, multiple Metropolitan Government departments must work together toward a solution; and

WHEREAS, the Metropolitan Council requests the Metropolitan Department of Water, the Metropolitan Planning Department, and the Metropolitan Department of Codes Administration work together to update regulations and ordinances surrounding infill development and the resulting issues caused by stormwater runoff.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan Council goes on record as requesting the Metropolitan Department of Water, the Metropolitan Planning Department, and the Metropolitan Department of Codes Administration to work together review the efficacy of current regulations and code provisions affecting infill development, to create new regulations as necessary, and to modernize existing regulations regarding infill development, especially within neighborhoods, in order to control and offset stormwater runoff.

Section 2. That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
