A resolution urging the Tennessee General Assembly to support reforms to the state's Property Tax Freeze Program to include those with disabilities.

WHEREAS, the Tennessee Property Tax Freeze Program was established after an amendment to the Tennessee Constitution and the passage of the Property Freeze Tax Act by the Tennessee General Assembly in 2007; and
WHEREAS, the Property Freeze Tax Program provides a way for local governments to allow eligible senior citizens to cap the property tax rates of their primary residence; and
WHEREAS, this program gives a level of financial stability to aging citizens, enabling them to remain in their homes even when their property tax rates increase; and
WHEREAS, many individuals who qualify for Social Security Disability Income ("SSDI") would benefit from the program, often living on fixed incomes and encountering increased barriers to housing affordability; and
WHEREAS, while many who receive SSDI are eligible for a separate property tax relief program, they are not able to freeze their property tax rates and ensure it is not subject to reassessments or potential property tax increases; and
WHEREAS, expanding the Property Tax Freeze Program to include eligible residents with disabilities would represent a meaningful step toward economic security and building a more inclusive community; and
WHEREAS, such a change would require approval from the Tennessee General Assembly; and
WHEREAS, it is fitting and proper for the Metropolitan Council to call for the Tennessee General Assembly to expand this program to support individuals with disabilities in Nashville and Davidson County.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan Council hereby goes on record as urging the Tennessee General Assembly to support reforms to the Tennessee Property Tax Freeze Program to include those with disabilities.
