WHEREAS, the United States Congress previously enacted the Workforce Innovation and Opportunity Act, 29 U.S.C.A. ? 3101, et seq., ("the Act") that provides federal funding and is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and match employers with skilled workers; and,
WHEREAS, the Act establishes a framework for governors of the states to establish Local Workforce Development Areas and certify local workforce innovation and opportunity boards to expedite the delivery of services funded under the Act on a reginal basis; and,
WHEREAS, under the authority of the Act, the Governor of Tennessee has previously designated the Northern Middle Tennessee Local Workforce Development Area that consists of the counties of Cheatham, Davidson, Dickson, Houston, Humphreys, Montgomery, Robertson, Rutherford, Steward, Sumner, Trousdale, Williamson, and Wilson (the "NMTLWDA"), and there has been further established the Northern Middle Tennessee Local Workforce Development Board as the regional entity responsible for the implementation and operation of the workforce development system; and,
WHEREAS, mayors and chief executives of the counties in the NMTLWDA have certain obligations and responsibilities related to the Act and have previously executed an interlocal agreement regarding such obligations and responsibilities; and,
WHEREAS, the current interlocal agreement is still valid through June 30, 2024, and now requires recently elected Metropolitan Mayor Freddie O'Connell, to similarly enter into, authorize, and execute this agreement; and
