Title: A resolution approving an application for a license agreement between the Metropolitan Government of Nashville and Davidson County ("Metro"), acting by and through the Nashville Department of Transportation and Multimodal Infrastructure ("NDOT"), and the State of Tennessee, Department of Transportation ("TDOT") and supporting a permanent art installation of Metro, acting by and through the Metro Arts Commission ("Arts"), on the TDOT property at the North point of the intersection of Clarksville Highway and Rosa L. Parks Blvd.

WHEREAS, the existing "Welcome to Bordeaux" sign was installed in 2008 establishing a formal entryway into the historic, affluent and predominately Black community; and,
WHEREAS, community engagement sessions in 2022 yielded a recommended new public art installation at the Bordeaux gateway site; and,
WHEREAS, the proposed future art installation at the Bordeaux gateway site will replace the existing sign; and,
WHEREAS, pursuant to TDOT rules governing "transportation art", Metro must provide a resolution approved by the Metropolitan Council in support of the proposed project as part of its application; and,
WHEREAS, the Metro Nashville Arts Commission voted in 2024 to increase the budget for this project; and,
WHEREAS, Metro's application for a license agreement with TDOT for the conveyance of interest of surplus TDOT right-of-way is attached hereto and incorporated herein; and,
WHEREAS, NDOT is responsible for the design, construction, maintenance, repair, management of roads, highways, streets, alleys, other public places, bridges, viaducts, and other related structures; and,
WHEREAS, NDOT is also responsible for the administration and enforcement of all laws, ordinances and regulations relating to building and construction within the public rights of way; and,
WHEREAS, it is in the best interest of the Metropolitan Government of Nashville and Davidson County that this art project is supported and that the applicatio...
