BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That Chapter 17.20 of the Metropolitan Code is hereby amended by adding the following as a new Section 17.20.145:
17.20.145 - Area Transportation Infrastructure Analysis.
A. Purpose. The purpose of an area transportation infrastructure analysis is to evaluate the cumulative impact of multiple recent developments and/or rezonings on the transportation infrastructure and network within the general area of the developments and/or rezonings and to identify what transportation mitigations and infrastructure improvements are needed to mitigate such cumulative impact.
B. Requirements. The Nashville Department of Transportation and Multimodal Analysis (NDOT) shall be required to complete an area transportation infrastructure analysis if at least one of the following is met:
1. An application for a site plan is made for a parcel or group of parcels located along a roadway or at an intersection that has a 'D', 'E', or 'F' level of service as determined by the Tennessee Department of Transportation (TDOT) or NDOT and where the proposed site plan is estimated to increase the number of daily trips along the roadway or through the intersection by 5 percent or more.
2. An application for a site plan is made for a parcel or group of parcels where there are three or more parcels or groups of parcels with site plans that required multimodal transportation analyses approved within the five years preceding the triggering site plan application within a one mile radius of the location of the proposed site plan and where the proposed site plan requires a multimodal transportation analys...
