A resolution urging the Office of Homeless Services to allocate funding to ensure that no Nashvillians lose their permanent housing due to the changes in the federal Continuum of Care funding priorities.

WHEREAS, the U.S. Department of Housing and Urban Development ("HUD") is likely shifting its funding priorities through the Continuum of Care ("CoC") from permanent supportive housing to temporary housing and other temporary interventions based on HUD's recently withdrawn FY2025 Notice of Funding Opportunity ("NOFO"); and
WHEREAS, HUD is expected to reissue a new NOFO in the coming months; and
WHEREAS, the ambiguity in federal funding priorities is resulting in an undue delay in securing funds needed to keep people in permanent housing; and
WHEREAS, HUD is expected to limit CoC funding dedicated for permanent housing including Permanent Supportive Housing ("PSH") and Rapid Rehousing ("RRH") to 30 percent; and
WHEREAS, currently, a significantly higher portion of the Nashville-Davidson County CoC program funds are expended on permanent housing than the 30 percent limit; and
WHEREAS, more than 110 individuals and families served by PSH programs are at high risk of losing their housing; and
WHEREAS, the vision of the Office of Homeless Services ("OHS") is to "secure attainable and accessible housing for all Nashvillians;" and
WHEREAS, the Metropolitan Council appropriated an additional $4.4 million through the FY26 Budget Ordinance, Substitute Ordinance No. BL2025-833, to OHS for operating funds for Permanent Supportive Housing pathways and equitable distribution of permanent housing for families.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
