WHEREAS, the Metropolitan Council approved a significant increase to the annual property tax levy in 2025 and finds that increase transparency and accountability among the Metropolitan administrative departments, the Mayor's Office, and the Metropolitan Council is necessary for good governance; and
WHEREAS, the Metropolitan Council desires to better understand the impacts and the effects of the recent increase to the tax levy to Metropolitan Government services, programs, and performance; and
WHEREAS, the Metropolitan Council desires to receive updated Fiscal Year 2026 Operating Budget information to aid in its planning and preparation for the upcoming Fiscal Year 2027 operating budget consideration; and
WHEREAS, it is fitting and proper that the Metropolitan Council requests that the Department of Finance and the Mayor's Office provide a mid-year budget update and overview of the Fiscal Year 2026 Operating Budget, which was adopted by the Metropolitan Council by Substitute Ordinance No. BL2025-833 on June 17, 2025.
NOW THEREFORE IT BE RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan Council hereby requests that the Department of Finance prepare a mid-year summary report of the Fiscal Year 2026 Operating Budget no later than January 31, 2026, including, but not limited to, the following information for each department:
a. A review of the actual expenditures compared to the budget appropriation.
b. Summary of budgetary investments in hiring as compared to each departments' anticipated hiring goals.
Section 2. That the Metropolitan Council hereby requests that the Department of Finance present the mid-year summary report of the Fiscal Year 2026 Operating Budget and any other financial topic such as a general economic outlook, fund balance, and other debt information to the Budge...
