A resolution appropriating a total of $452,444 from the Metropolitan Government, acting by and through the Metropolitan Board of Health, to Street Works and approving a grant contract by and between the Metropolitan Government, acting by and through the Metropolitan Board of Health, and Street Works, for the provision of emergency financial assistance, medical case management, nutrition services, psychosocial services, early intervention services, and transportation for participants in the Ryan White Part A program.

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, Metropolitan Charter Section 10.104 provides that the Board of Health has the duty to contract for such services as will further the program and policies of the Board, subject to confirmation by Resolution of Council; and, 
WHEREAS, Resolution No. RS2025-1084 approved a grant award of $857,721 from the U.S. Department of Health and Human Services to the Metropolitan Board of Health to provide for the prevention, surveillance, diagnosis, and treatment of HIV/AIDS; and, 
WHEREAS, The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, wishes to appropriate funding and contract with Street Works to provide emergency financial assistance, medical case management, nutrition services, psychosocial services, early intervention services, and transportation for participants in the Ryan White Part A program; and,  
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this contract be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1.                     There is hereby appropriated Four Hundred Fifty-Two Thousand Four Hundred Forty-Four Dollars ($452,444) from the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to Street Works for the purposes herein stated. 
Section 2.                       The Metropolitan Government is hereby authorized to enter into a grant contract, attached hereto and incorporated herein, with Street Works for the amount provided herein and the purposes stated.  Such contract shall specify the terms and conditions under which the grant funds are to be spent. 
Section 3.                       That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution appropriates a total of $452,444 from the Metropolitan Board of Health to Street Works. According to the related grant agreement, Street Works would provide emergency financial assistance, medical case management, nutrition services, psychosocial services, early innovation services, and transportation for participants in the Ryan White Part A program.
 
The related grant agreement would be effective upon the date the contract is signed by all parties and filed with the Metropolitan Clerk. The grant contract would end on February 28, 2026.
 
Tenn. Code Ann. section 7-3-314 authorizes the Metropolitan Government to provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by Resolution appropriate funds for the financial aid of nonprofit organizations.
