WHEREAS, pursuant to Resolution No. RS2025-1297, the Metropolitan Council authorized the acceptance of a Legacy Planning Implementation Grant in the amount of $50,000 with no cash match from the Cities for Financial Empowerment Fund, Inc., for the purposes of incorporating legacy planning into the services provided at the Nashville Financial Empowerment Center; and,
WHEREAS, Tennessee Code Annotated Section 7-3-314 provides that metropolitan forms of government may provide financial assistance to nonprofit organizations; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may, by resolution, appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, Section 5.04.076 of the Metropolitan Code of Law provides that the Metropolitan Council may, by resolution, approve grant contracts; and,
WHEREAS, the Mayor’s Office desires that the funds of the Legacy Planning Implement Grant in the amount of $50,0000, appropriated to the Mayor’s Office pursuant to Resolution No. RS2025-1297, be granted to the United Way of Middle Tennessee, Inc., for the purposes of incorporating legacy planning into the services provided by the Nashville Financial Empowerment Center; and
WHEREAS, it is to the benefit of the citizens of the Metropolitan Government that the grant and grant contract with the United Way of Middle Tennessee, Inc., both be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That $50,000 appropriated to the Mayor’s Office pursuant to Resolution No. RS2025-1297 hereby be granted to the United Way of Middle Tennessee, Inc., to provide legacy planning to eligible residents in accordance with the Financial Empowerment Center program model.
Section 2. That the grant contract between the Metropolitan Government of Nashville and Davidson County and the United Way of Middle Tennessee, Inc., attached hereto and incorporated herein, is hereby approved.
Section 3. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution authorizes a grant not exceeding $50,000 to the United Way of Middle Tennessee (“United Way”) to provide legacy planning services to eligible residents in accordance with the Financial Empowerment Center program model.
Pursuant to Resolution No. RS2025-1297, the Mayor’s Office received $50,000 in a Financial Empowerment Center Legacy Planning Implementation Grant to incorporate legacy planning into the services provided at the Nashville Financial Empowerment Center. This grant will allow United Way to incorporate those services at the Financial Empowerment Center, as part of its provision of free one-on-one financial counseling.
The grant term is effective March 1, 2025, and would end on February 28, 2027.
Tenn. Code Ann. Section 7-3-314 authorizes the Metropolitan Government to provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by resolution appropriate funds for the financial aid of nonprofit organizations.
