WHEREAS, NDOT and TDOT seek to enter into an intergovernmental agreement for the North Nashville Community Engagement / Jefferson Street Corridor Planning and Environmental Linkages (PEL) Study to conduct community engagement services that gather meaningful input on potential future planning needs and initiatives within North Nashville, and to provide a FHWA with a PEL Study for potential improvement on the Jefferson Street Corridor; and,

WHEREAS, Tennessee Code Annotated Section 12-9-104(a)(2)(b) authorizes the Metropolitan Government to enter into intergovernmental agreements with the State of Tennessee by resolution; and,

WHEREAS, it is in the interest of the Metropolitan Government of Nashville and Davidson County that this Agreement be approved.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     That the intergovernmental agreement between the State of Tennessee, Department of Transportation, and the Metropolitan Government of Nashville and Davidson County, by and through the Nashville Department of Transportation and Multimodal Infrastructure, attached hereto as Exhibit A and incorporated herein by reference, is hereby approved, and that the Metropolitan Mayor is authorized to execute the same.

Section 2.                     That the Metropolitan Government’s participation is subject to the availability of funds as determined by the Department of Finance.

Section 3.                     That any amendments, renewals, or extensions of the term of this agreement may be approved by resolution of the Metropolitan Council.

Section 4.                     That this resolution shall take effect from and after its final passage, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves an intergovernmental agreement between the Tennessee Department of Transportation (“TDOT”) and the Nashville Department of Transportation and Multimodal Infrastructure (“NDOT”) for the North Nashville Community Engagement/Jefferson Street Corridor Planning and Environmental Linkages Study.

 

The agreement allows the parties to conduct community engagement services that gather meaningful input for potential future planning needs and initiatives within North Nashville. The agreement would also provide a FWHA Planning and Environmental Linkages Study for potential improvements in the Jefferson Street Corridor.

 

The agreement term is five years from which the agreement is fully executed. The Federal Highway Administration would provide $3,000,000 in funds, and the Metropolitan Government would provide a $750,000 match. The participation of the Metropolitan Government is subject to the availability of funds as determined by the Department of Finance.

 

The proposal has been approved by the Planning Commission. Tennessee Code Annotated Section 12-9-104(a)(2)(b) authorizes the Metropolitan Government to enter into intergovernmental agreements with the State of Tennessee by resolution.

 

Fiscal Note: Metro would pay $750,000, 20% of the estimated project cost of $3,750,000, towards the North Nashville community engagement/Jefferson Street corridor planning and environmental linkages (“PEL”) study.
