WHEREAS, Substitute Ordinance No. BL2025-833 appropriated $60,000 from the Health Department for a grant to the Tennessee Justice Center; and,
WHEREAS, the Metropolitan Government, acting by and through the Metropolitan Board of Health, wishes to enter into a grant contract with the Tennessee Justice Center for the provision of assistance and support to individuals enrolling in public benefit programs for health insurance and food assistance; and,
WHEREAS, Metropolitan Charter Section 10.104 provides that the Board of Health has the duty to contract for such services as will further the program and policies of the board, subject to confirmation by Resolution of Council; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this grant contract be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the grant contract by and between the Metropolitan Government, acting by and through the Metropolitan Board of Health, and the Tennessee Justice Center for the provision of assistance and support to individuals enrolling in public benefit programs for health insurance and food assistance, a copy of which is attached hereto and incorporated herein, is hereby approved.
Section 2. That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves a grant contract between the Metropolitan Board of Health and the Tennessee Justice Center for the provision of assistance and support to individuals enrolling in public benefit programs for health insurance and food assistance.
T.C.A. § 7-3-314 provides that metropolitan governments may provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may appropriate funds for the financial aid of nonprofit organizations if approved by a resolution receiving 21 affirmative votes.
The operating budget, approved by Substitute Ordinance No. BL2025-833, appropriated $60,000 from the Metropolitan Department of Health to the Tennessee Justice Center.
The term of the grant contract starts on the date of its filing with the Metropolitan Clerk and ends on June 30, 2026. Tennessee Justice Center would be allowed to submit invoices and be reimbursed for services rendered beginning July 1, 2025.
