A resolution appropriating a total of $1,530,329 from the Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Homeless Services, to various non-profit organizations to build the capacity of the Nashville-Davidson County Continuum of Care to address homelessness.

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, the Office of Homeless Services has accepted applications from non-profit organizations to build the capacity of the Nashville-Davidson County Continuum of Care to address homelessness; and,
WHEREAS, Resolution No. RS2022-1699 allocated funding to the Office of Homeless Services to establish a low barrier housing collective and to fund competitive grants for support services; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that these funds be appropriated to these nonprofit organizations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. There is hereby appropriated One Million Five Hundred Thirty Thousand Three Hundred Twenty Nine Dollars ($1,530,329) from the Office of Homeless Services to nonprofit organizations as follows:
a) $205,763 to Dismas House, Inc. for building the capacity of the Nashville-Davidson County Continuum of Care to prevent homelessness by effectively and efficiently targeting housing navigation services and evidence-based support services to people exiting jails and prisons who are more likely to experience homelessness in Nashville; and,
b) $130,000 to Mending Hearts, Inc. for increasing organizational capacity of the Nashville-Davidson County Continuum of Care to address those individuals experiencing homelessness and recently housed by providing life skills, home economics, and related training that can increase skills for successfully adjusting being housed, integrating with society, and overcoming life challenges; and,
c) $762,566 to The Contributor, Inc. for increasing the capacity of the Nashville-Davidson County Continuum of Care to create seamless transitions between the Vanderbilt University Medical Center Emergency Department, street medicine, and housing-focused solutions using a multidisciplinary team of clinicians and peer support specialists; and,
d) $432,000 to Park Center, Inc. for increasing the capacity of Park Center’s Permanent Supportive Housing program to support Housing First case management to chronically homeless individuals with mental health and substance abuse disorders and disabilities.
Section 2. The Metropolitan Government is hereby authorized to enter into grant contracts, attached hereto and incorporated herein, with the nonprofit organizations listed in Section 1 for the amounts provided herein and the purposes stated. Such contracts shall specify the terms and conditions under which the grant funds are to be spent.
Section 3 That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution authorizes grants not exceeding $1,530,329 to four nonprofit organizations selected to build the capacity of the Nashville-Davidson County Continuum of Care to address homelessness. The grant contracts are attached to the resolution.
On October 4, 2022, the Metropolitan Council adopted Resolution No. RS2022-1699, which appropriated American Rescue Plan Act funding to the Office of Homeless Services to establish a low-barrier housing collection and fund competitive grants for support services. The Office of Homeless Services accepted applications for the one-time, capacity building grants and recommends the following allocations:
• Dismas House, Inc. - $205,763
• Mending Hearts, Inc. - $130,000
• The Contributor, Inc. - $762,566
• Park Center, Inc. - $432,000
Tenn. Code Ann. § 7-3-314 authorizes Metro to provide financial assistance to nonprofit organizations. In addition, Section 5.04.070 of the Metro Code of Laws provides that the Council may appropriate funds for the financial aid of nonprofit organizations by resolution.
Per state law and section 5.04.070 of the Metro Code, adoption of this resolution requires 21 affirmative votes.
