A resolution appropriating a total of $452,444 from the Metropolitan Government, acting by and through the Metropolitan Board of Health, to Street Works, dba Today’s Hope, and approving a grant contract by and between the Metropolitan Government, acting by and through the Metropolitan Board of Health, and Street Works, dba Today’s Hope, for the provision of emergency financial assistance, medical case management, nutrition services, psychosocial services, early intervention services, outreach services, and transportation services for participants in the Ryan White Part A program.

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, Metropolitan Charter Section 10.104 provides that the Board of Health has the duty to contract for such services as will further the program and policies of the Board, subject to confirmation by Resolution of Council; and,
WHEREAS, Resolution No. RS2026-1871 approved a grant award of $1,311,652 from the U.S. Department of Health and Human Services to the Metropolitan Board of Health to provide for the prevention, surveillance, diagnosis, and treatment of HIV/AIDS; and,
WHEREAS, Resolution No. RS2026-2154 approved a grant award of $3,185,496 from the U.S. Department of Health and Human Services to the Metropolitan Board of Health to provide for the prevention, surveillance, diagnosis, and treatment of HIV/AIDS; and,
WHEREAS, the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, wishes to appropriate funding and contract with Street Works, dba Today’s Hope, to provide emergency financial assistance, medical case management, nutrition services, psychosocial services, early intervention services, outreach services, and transportation services for participants in the Ryan White Part A program; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that the funding is appropriated and contract is approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. There is hereby appropriated Four Hundred Fifty-Two Thousand Four Hundred Forty-Four Dollars ($452,444) from the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to Street Works, dba Today’s Hope, for the purposes herein stated.
Section 2. The Metropolitan Government is hereby authorized to enter into a grant contract, attached hereto and incorporated herein, with Street Works, dba Today’s Hope, for the amount provided herein and the purposes stated.
Section 3. That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution appropriates a total of $452,444 from the Metropolitan Board of Health to Street Works, d/b/a Today’s Hope for services provided to participants of Ryan White Part A program.
According to the related grant agreement, Today’s Hope would provide emergency financial assistance, case management, nutrition services, psychosocial services for patients and their families, early intervention services for HIV positive patients lost to care in Nashville, and outreach services to at-risk residents.
The related grant agreement would commence on the date filed with the Metropolitan Clerk after receiving all required approvals. The grant contract would end on February 28, 2027. A similar grant contract for similar services was approved by the Metropolitan Council through Resolution No. RS2025-1600 and expired February 28, 2026. It is understood that Street Works has provided services prior to the commencement of the term of this agreement. While the Metropolitan Government is not obligated via this agreement for services in the interim period between the grants, recipient will be allowed to submit invoices and be paid for services rendered beginning March 1, 2026.
Tenn. Code Ann. section 7-3-314 authorizes the Metropolitan Government to provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by Resolution appropriate funds for the financial aid of nonprofit organizations.
