WHEREAS, in February 2024, Mayor Freddie O’Connell’s office convened a technical advisory committee and a community advisory committee to review Metro’s plans for a transportation improvement program and Metro’s plans for community engagement and outreach for the program, respectively; and

WHEREAS, input from those committees, members of the Metropolitan Council, community groups, experts, and interested parties were incorporated into the transportation improvement program, commonly known as Choose How You Move: An All-Access Pass to Sidewalks, Signals, Service, and Safety; and

WHEREAS, the transportation improvement program’s financing plan was successfully audited for financial feasibility by a state comptroller-approved public accounting firm as required by the IMPROVE Act

WHEREAS, on July 16, 2024, the Metropolitan Council approved BL2024-427, an ordinance adopting the transportation improvement program, approving a surcharge for the program, and requesting the Davidson County Election Commission to call a county-wide referendum election to be held on November 5, 2024, regarding the levying of the surcharge on certain taxes to fund the program; and

WHEREAS, on August 1, 2024, the Davidson County Election Commission voted to place the transportation improvement program on the November 5, 2024 ballot; and

WHEREAS, on November 5, 2024, the voters of Davidson County voted overwhelmingly to implement the transportation improvement program; and

WHEREAS, implementation of the transportation improvement program will have a profound and positive impact on the residents of Davidson County; and

WHEREAS, community input continues to be important to optimizing the value all constituencies within Davidson County receive; and

WHEREAS, it will be critical that Davidson County residents’ elected representatives have the opportunity to interact with the transportation improvement program implementation team to share feedback and receive reports on progress; and

WHEREAS, Davidson County residents expect and deserve transparency and fiscal responsibility in transportation improvement program implementation.

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. The Metropolitan Council hereby goes on record as requesting the creation of an advisory committee to formalize a strong community voice during the implementation of the transportation improvement program and further calls for the committee to be composed of 15 members, including the vice mayor (or a designee) and five members elected by the council.

Section 2. The Metropolitan Council hereby further goes on record as requesting that the transportation improvement program implementation team present an update to a meeting of the Transportation and Infrastructure Committee no less than quarterly over the next two years, upon invitation of the committee chair.

Section 3. The Metropolitan Council hereby further goes on record as requesting that the transportation improvement program implementation team present an update to a meeting of the Budget and Finance Committee no less than quarterly over the next two years, upon invitation of the committee chair.

Section 4. The Metropolitan Council hereby further goes on record as requesting that the transportation improvement program implementation team present an update to a meeting of the Planning and Zoning Committee no less than annually over the next two years, upon invitation of the committee chair.

Section 5. The Metropolitan Council hereby further goes on record as requesting that the transportation improvement program implementation team present an update to any meeting of a standing committee of the council or meeting of the full body upon invitation of the committee chair or presiding officer.

Section 6. The Metropolitan Council hereby further goes on record as requesting that annual reviews of transportation improvement program implementation be conducted and shared with the council and the public.

Section 7. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
