A resolution approving amendment two to a grant from the Tennessee Department of Finance and Administration to the Metropolitan Government, acting by and through the Office of Family Safety, to fund staffing positions to help manage the multi-disciplinary needs of its clients.

WHEREAS, the Metropolitan Government, acting by and through the Office of Family Safety, previously entered into a grant agreement with the Tennessee Department of Finance and Administration to fund staffing positions to help manage the multi-disciplinary needs of its clients approved by RS2023-2204 and RS2024-305; and, 

WHEREAS, the parties wish to amend the grant agreement to decrease the amount of the grant by $154,750 from $696,375 to $541,625 and change the end date to February 28, 2025, and revises various sections of the grant agreement, a copy of which amendment two is attached hereto; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that amendment two be accepted.

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     That amendment two the grant by and between the Tennessee Department of Finance and Administration and the Metropolitan Government, acting by and through the Office of Family Safety, to fund staffing positions to help manage the multi-disciplinary needs of its clients, a copy of which amendment two is attached hereto and incorporated herein, is hereby approved, and the Metropolitan Mayor is authorized to execute the same.

Section 2.                     That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves the second amendment to a grant from the Tennessee Department of Finance and Administration to the Office of Family Safety, previously approved by Resolution No. RS2023-2204. This grant provides funding for five advocate positions to help manage the multi-disciplinary needs of its clients at Jean Crowe Advocacy Center and the Family Safety Center.

 

The first amendment, previously approved by Resolution No. RS2024-305, increased the award by $309,500, from $386,875 to $696,375 with no additional cash match required. The contract term was extended from June 30, 2024, to June 30, 2025. Other provisions related to disbursement reconciliation and close out, conflicts of interest, state interest in equipment or motor vehicles, and capital asset were updated.

 

The amendment under consideration would shorten the term of the agreement and reduce its funding in response to a redistribution of funds from the Tennessee Office of Criminal Justice Programs. The grant would conclude on February 28, 2025, and the award would be reduced from by $154,750, from $696,375 to $541,625. The reduced amount will be redistributed through a separate award. Other provisions related to procurement, monitoring sub-contractors, suspension of payments would be updated.
