WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,

WHEREAS, Welcome Home Ministries provides for recovery beds for individuals with substance abuse disorders experiencing homelessness who need safe, healthy, family-like substance-free living environments that support recovery from addiction; and,

WHEREAS, the Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Homeless Services, wishes to appropriate funding and contract with Welcome Home Ministries for the provision of recovery beds for individuals with substance abuse disorders who are experiencing homelessness; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that these funds be appropriated to this nonprofit organization.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     There is hereby appropriated One Hundred Thirty-Eight Thousand Seven Hundred Dollars ($138,700) from the Office of Homeless Services to Welcome Home Ministries for the provision of recovery beds for individuals with substance abuse disorders who are experiencing homelessness.

Section 2.                       The Metropolitan Government is hereby authorized to enter into a grant contract,  attached hereto and incorporated herein, for the amount provided herein and the purposes stated.  Such contract shall specify the terms and conditions under which the grant funds are to be spent.

Section 3                     That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution appropriates a total of $138,700 from the Office of Homeless Services to Welcome Home Ministries for the provision of recovery beds for individuals with substance abuse disorders who are experiencing homelessness and approves a grant contract for this purpose.

 

Pursuant to the grant agreement, Welcome Home Ministries (“WHM”) will provide the following: 10 recover beds serving approximately 60 individuals over a one-year period, three senior staff certified peer recovery specialists (“CPRS”), as well as programs related to employment, recovery, and mental health services. The term of the contract begins on August 28, 2024, and will extend for 12 months or when funds are depleted, whichever occurs first.

 

Fiscal note: The Office of Homeless Services will provide up to $138,700 to Welcome Home Ministries for the performance of this grant contract.
