A resolution to approve the Second Amendment to a grant contract for constructing affordable housing approved by RS2022-1443 between the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Housing Trust Fund Commission, and Clark UMC Community Development Corporation, Inc.

WHEREAS, the Metropolitan Government of Nashville and Davidson County (“Metro”), acting by and through the Metropolitan Housing Trust Fund Commission, previously entered into a grant contract with Clark UMC Community Development Corporation, Inc., for the express purpose of constructing affordable housing, approved by RS2022-1443; and,

WHEREAS, Metro, acting through the Metropolitan Housing Trust Fund Commission, and Clark UMC Community Development, Inc., executed a First Amendment to the grant contract on April 4, 2024, which extended the term of the contract to 36 months, approved by RS2024-334; and,

WHEREAS, on May 28, 2024, the Metropolitan Housing Trust Fund Commission voted to allocate an additional $300,000.00 to Clark UMC Community Development Center, Inc., for the express purpose of constructing affordable housing; and,

WHEREAS, Metro, acting by and through the Metropolitan Housing Trust Fund Commission, and Clark UMC Community Development Corporation, Inc., wish to amend Section A.3 and Section C.1 of the grant contract by increasing the grant amount and maximum liability to $400,000.00, a copy of which amendment is attached hereto and incorporated herein; and,


WHEREAS, it is to the benefit of the citizens of the Metropolitan Government of Nashville and Davidson County that the amendment to the grant contract be approved.

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     That this Second Amendment to the grant contract for constructing affordable housing between the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Housing Trust Fund Commission, and Clark UMC Community Development Corporation, Inc., a copy of which is attached hereto and incorporated herein, is hereby approved, and the Metropolitan Mayor is hereby authorized to execute the same.                     

Section 2.                     That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves the second amendment to a grant contract for constructing affordable housing between the Metropolitan Housing Trust Fund Commission and Clark UMC Community Development Corporation, Inc., as approved by Resolution No. RS2022-1443.

 

The original grant agreement allocated $100,000 for the construction of affordable housing and had a term that extended until the completion of the project, or no later than 24 months from the execution of the agreement. The first amendment to the grant agreement was approved through Resolution No. RS2024-334 and extended the contract term from 24 to 36 months.

 

The Metropolitan Housing Trust Fund Commission voted to allocate an additional $300,000 to Clark UMC Construction Development Center, Inc., to address additional Metro Water Services costs. The amendment under consideration would increase the grant amount from $100,000 to $400,000.
