A resolution requesting that Nolensville Pike All-Access Corridor be prioritized as part of the Transit Improvement Plan.

WHEREAS, the transit improvement plan, known as Choose How You Move: An All-Access Pass to Sidewalks, Signals, Service, and Safety, has been proposed by Mayor O’Connell for a referendum on November 5, 2024, pursuant to Ordinance No. BL2024-427; and
WHEREAS, Choose How You Move builds on more than 66,000 ideas submitted by Nashvillians over more than a decade that informed 70 plans and studies; and
WHEREAS, Choose How You Move also includes improvements in each Council district across Davidson County for all roadway users, whether they drive, ride transit, walk, roll, or bike; and
WHEREAS, however, the Nolensville Pike All-Access Corridor has not been sufficiently prioritized in the conceptual schedule; and
WHEREAS, Nolensville Pike has the third highest ridership of the major corridors in Davidson County; and
WHEREAS, Metro has completed the required third-party review by an independent auditor and filed BL2024-427 with the Council, which may not be modified prior to the referendum; and
WHEREAS, after the approval of the transportation plan at referendum, the conceptual schedule may be modified; and
WHEREAS, in previous years, WeGo, the Nashville Department of Transportation and Multimodal Infrastructure (“NDOT”), and the Tennessee Department of Transportation (“TDOT”) have implemented improvements on Nolensville Pike including improved bus frequency, upgraded transit stops and shelters, retimed corridors, and installation of communication fibers the entire length of the corridor; and
WHEREAS, in addition, the We Are Nolensville Pike project has obtained a Safe Streets and Roads for All grant that will build new sidewalks, enhanced crossings, better lighting, safer bus lanes, and improved bus stops along a 2.5-mile stretch of Nolensville Pike; and
WHEREAS, the Choose How Your Move improvements to Nolensville Pike include additional much-needed improvements to bus operations, programs, and supporting infrastructure; and
WHEREAS, in consideration of the unique needs on Nolensville Pike, Mayor O’Connell has agreed to the formation of a work group related to Nolensville Pike, including a representative from NDOT, the Mayor’s Office, Tennessee Immigrant & Refugee Rights Coalition, and the community, along with a member of Council; and
WHEREAS, the Metropolitan Council urges that the proposed improvements on Nolensville Pike related to the Transit Improvement Plan be prioritized as may be practicable.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. The Metropolitan Council hereby goes on record as requesting that Nolensville Pike All-Access Corridor be prioritized as part of the Transit Improvement Plan, Choose How You Move.
Section 2. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
