A resolution amending Resolutions RS2021-1150, RS2021-1203, RS2021-1262, RS2021-1264, RS2022-1357, as amended, RS2022-1831, and RS2023-1949, to reallocate certain American Rescue Plan Act Funds to the Mayor’s Office of Advancement and Strategic Partnerships and to Responders Engaged and Committed to Help and public health and safety salaries.

WHEREAS, there are federal requirements for use of American Rescue Plan Act funds that require that these funds be expended or obligated on or before December 31, 2024; and,

WHEREAS, Resolution RS2021-1150 allocated ARP Funds to the Nashville Fire Department to be used for light fleet vehicles and equipment, and $222,191 of the ARP Funds will not be used and can be reallocated; and,

WHEREAS, Resolution RS2021-1203 allocated ARP Funds to FUSE Corps to be used for one-year executive fellowships for local governments to work on civic challenges and advance racial equity, and $12,427 of the ARP Funds will not be used and can be reallocated; and,

WHEREAS, Resolution RS2021-1262 allocated ARP Funds to certain Metro departments to upgrade their HVAC systems, and $1,713 of the ARP Funds will not be used and can be reallocated; and,

WHEREAS, Resolution RS2021-1264 allocated ARP Funds to General Services to temporarily expand the trash disposal fleet of Metro Water Services to ensure timely trash collection and avoid public health issues, and $8,597 of the ARP Funds will not be used and can be reallocated; and,

WHEREAS, Resolution RS2022-1357, as amended, allocated ARP Funds to the Mayor’s Office of Economic and Community Development to create an inclusive and equitable economic development plan and policy and to conduct a market value analysis, which promotes balanced and strategic growth in Metropolitan Nashville and Davidson County, and $205,000 of the ARP Funds will not be used and can be reallocated; and,

WHEREAS, Resolution RS2022-1831 allocated $272,042 in additional ARP Funds to the Tennessee Immigrant & Refugee Rights Coalition (“TIRRC”) to expand critical immigrant legal services, and those funds will not be used and can be reallocated; and,

WHEREAS, Resolution RS2023-1949 allocated ARP Funds to Music City Community Court to hire program navigators, and $81,333 of the ARP Funds will not be used and can be reallocated; and,

WHEREAS, the Committee has recommended, and the Metropolitan Council has approved various resolutions appropriating ARP funds that are available for reallocation totaling $803,303; and,

WHEREAS, the Committee understands the need for the Mayor’s Office of Advancement and Strategic Partnerships, which would cultivate public-private partnerships to facilitate funding for Metropolitan Government priorities, identify and research potential grant opportunities, aid in departmental grant proposals for a unified Metro approach, and draft compelling grant proposals; and,

WHEREAS, the Committee recognizes the importance of Responders Engaged and Committed to Help (“REACH”), the Nashville Fire Department’s co-response model on mental health crisis intervention, and the need to support public health and safety related positions, related or unrelated to REACH, through December 31, 2026; and,

WHEREAS, the Committee recommends reallocating $763,595 in ARP Funds to the Mayor’s Office of Advancement and Strategic Partnership to fund 3 staff positions (salaries and fringe benefits), computers, phones, parking and other related costs through June 30, 2026; and,

WHEREAS, the Committee recommends reallocating the final amount of $39,708 to REACH and public health and safety positions; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this resolution be approved.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     The Metropolitan Council accepts this resolution as a recommendation of the COVID-19 Financial Oversight Committee.

Section 2.                       That Resolution RS2021-1150 and Exhibit A thereto, allocating ARP Funds to the Nashville Fire Department to be used for light fleet vehicles and equipment is hereby amended by reducing the ARP Fund allocation by $222,191.

Section 3.                     That Resolution RS2021-1203 allocating ARP Funds to FUSE Corps to be used for one-year executive fellowships for local governments to work on civic challenges and advance racial equity is hereby amended by reducing the ARP Fund allocation by $12,427.

Section 4.                     That Resolution RS2021-1262 and Exhibit A thereto, allocating ARP Funds to certain Metro Departments to upgrade their HVAC systems is hereby amended by reducing the ARP Fund allocation by $1,713.

Section 5.                     That Resolution RS2021-1264 and Exhibit A thereto, allocating ARP Funds to General Services to temporarily expand the trash disposal fleet of Metro Water Services to ensure timely trash collection and avoid public health issues is hereby amended by reducing the ARP Fund allocation by $8,597.

Section 6.                     That Resolution RS2022-1357 and Exhibit A thereto, as amended, allocating ARP Funds to the Mayor’s Office of Economic and Community Development to create an inclusive and equitable economic development plan and policy is hereby amended by reducing the ARP Fund allocation by $205,000.

Section 7.                     That Resolution RS2022-1831, allocating ARP Funds to the Tennessee Immigrant & Refugee Rights Coalition to expand critical immigrant legal services is hereby amended by reducing the ARP Fund allocation by $272,042.

Section 8.                     That Resolution RS2023-1949 and Exhibit A thereto, allocating ARP Funds to Music City Community Court to hire program navigators is hereby amended by reducing the ARP Fund allocation by $81,333.

Section 9.                     That $763,595 from the Covid-19 American Rescue Plan Fund #30216 is hereby appropriated to the Mayor’s Office of Advancement and Strategic Partnership as further described in Exhibit A, attached hereto.

Section 10.                      That $39,708 from the Covid-19 American Rescue Plan Fund #30216 is hereby appropriated to Responders Engaged and Committed to Help (“REACH”) and public health and safety related positions, related or unrelated to REACH, through December 31, 2026.

Section 11.                     That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution amends Resolutions Nos. RS2021-1150, RS2021-1203, RS2021-1262, RS2021-1264, RS2022-1357, as amended, RS2022-1831, and RS2023-1949 to reallocate American Rescue Plan Act (“ARP”) funds to the Mayor’s Office of Advancement and Strategic Partnerships and to Responders Engaged and Committed to Help (“REACH”).

 

The resolution would reallocate a total of $803,303 in ARP funds. $763,595 would be allocated to the Mayor’s Office of Advancement and Strategic Partnerships to fund three staff positions through June 30, 2026. The remaining $39,708 would be allocated to REACH to support public health and safety positions.

 

The resolution proposes reallocating unspent ARP funds by amending the following resolutions:

                     RS2021-1150 - Nashville Fire Department for light fleet vehicles and equipment - $222,191

                     RS2021-1203 - FUSE Corps for one-year executive fellowships for local governments to work on civic challengers and advance racial equity - $12,427

                     RS2021-1262 - Certain Metro departments to upgrade HVAC systems - $1,713

                     RS2021-1264 - Department of General Services to temporarily expand the trash disposal fleet of Metro Water Services - $8,597
