A resolution amending Resolutions RS2021-1152, as amended, which appropriated $3,148,980 in American Rescue Plan Act funds and RS2023-1952 which appropriated an additional $326,800 American Rescue Plan Act funds to the Office of Family Safety for the Metropolitan Government to reallocate the use of funds and approving Amendment 2 to grant agreements between the Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Family Safety, to various nonprofit organizations.

WHEREAS, Resolution RS2021-1152, as amended, and Exhibit A, attached thereto, appropriated $3,148,980 in American Rescue Plan Act Funds to the Office of Family Safety for the Metropolitan Government (“OFS”), to be used to address increased demand for therapy and services for victims of abuse, human trafficking and interpersonal violence, specifically allocating ARP Funds to various nonprofit organizations; and,

WHEREAS, Resolution RS2022-1423, as amended, awarded contracts to select nonprofit organizations; and,

WHEREAS, Resolution RS2023-1952, and Exhibit A, attached thereto, appropriated an additional $326,800 in American Rescue Plan Act Funds to complete funding to OFS to be used to address increased demand for therapy and services for victims of abuse, human trafficking and interpersonal violence, specifically allocating ARP Funds to various nonprofit organizations; and,

WHEREAS, Resolution RS2024-178 approved Amendment 1 to the grant contracts, which extended the contract term for Nashville Children’s Alliance, Agape, and the Sexual Assault Center; and,

WHEREAS, some of the funds allocated for emergency transportation and emergency needs, as well as some of the funds allocated to nonprofit partners are deemed secondary to the need to keep funding available for staffing case managers; and,

WHEREAS, OFS has requested that $99,930 of the ARP funds be reallocated from emergency funding for transportation and emergency needs to case management operations; and,

WHEREAS, OFS has requested that $32,480 of the ARP funds be reallocated from funds allocated to nonprofit partners not yet under contract to case management operations; and,

WHEREAS, Amendment 2 to the grant contracts extends the term of the contracts through February 28,  2025, and appropriates $22,500 in additional ARP funds allocated to nonprofit partners to Agape,  appropriates $21,000 in additional ARP funds allocated to nonprofit partners to the Sexual Assault Center, and appropriates $20,800 in additional ARP funds allocated to nonprofit partners to Nashville Children’s Alliance; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that all of these funds be reallocated and these grant contracts be amended.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.  The Metropolitan Council accepts this resolution as a recommendation of the COVID-19 Financial Oversight Committee.

Section 2. That Resolutions RS2021-1152, as amended, and Exhibit A, attached thereto, and RS2023-1952 are hereby amended by reallocating $99,930 from emergency funding for transportation and emergency needs to case management operations and $32,480 from funds allocated to nonprofit partners not yet under contract to case management operations.

Section 3.  That Amendment 2 to the grant contracts, attached hereto and incorporated herein, extending the term of the contracts through February 28, 2025, and appropriating $22,500 in additional ARP funds to Agape, $21,000 in additional ARP funds to Sexual Assault Center, and $20,800 in additional ARP funds to Nashville Children’s Alliance, and  is hereby approved.

Section 4. That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution amends Resolutions Nos. RS2021-1152 and RS2023-1952 to reallocate $132,410 of American Rescue Plan Act (“ARP”) funds to support case management operations for the Office of Family Services. The resolution separately approves the second amendment to three grant contracts, previously approved pursuant to Resolution No. RS2022-1423, to appropriate $64,300 in additional ARP funds to three non-profits.

 

The Office of Family Services requested that $99,930 in ARP funds be reallocated form emergency funding in for transportation and emergency needs to case management operations and staffing case managers. The Office of Family Services also requested $32,480 in ARP allocations to nonprofit partners not yet under contract be reallocated to case management operations and staffing case managers. The resolution under consideration would amend Resolution Nos. RS2021-1152 and RS2023-1952 accordingly.

 

This resolution separately approves the second amendment to three grant contracts previously approved pursuant to Resolution No. RS2022-1423. The grants are between the Metropolitan Government and Nashville Children’s Alliance, Sexual Assault Center, and AGAPE. The first amendment to the grant contracts was as approved by Resolution No. RS2024-178 and extended the term of the agreements to September 30, 2024.

 

The amendments under consideration would extend the grant contracts to end on February 28, 2025. The amendments would also appropriate an additional $21,000 to the Sexual Assault Center, $20,800 to Nashville Children’s Alliance, and $22,500 to AGAPE.
