A resolution appropriating a total of $355,000 from the Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Homeless Services, to The Contributor Inc. and approving a grant agreement between the Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Homeless Services, and the Contributor Inc. to provide Critical Time Intervention Services to ensure that individuals experiencing homelessness are connected to supportive services that will address barriers to maintaining housing and achieving self-sufficiency.

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, the Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Homeless Services, has awarded a grant in an amount not to exceed $355,000 with no cash match required to the Contributor Inc. to provide Critical Time Intervention Services to ensure that individuals experiencing homelessness are connected to supportive services that will address barriers to maintaining housing and achieving self-sufficiency; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this contract be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. There is hereby appropriated Three Hundred Fifty-Five Thousand Dollars ($355,000) from the Metropolitan Government of Nashville and Davidson County, acting by and through the Office of Homeless Services, to The Contributor Inc. for the purposes herein stated.
Section 2. The Metropolitan Government is hereby authorized to enter into a grant contract, attached hereto and incorporated herein, with The Contributor Inc. for the amount provided herein and the purposes stated.
Section 3. That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution appropriates $355,000 from the Office of Homeless Services to The Contributor Inc., to provide Critical Time Intervention Services to connect individuals experiencing homelessness with supportive services that will address barriers to maintaining housing and achieving self-sufficiency.
Pursuant to the terms of the grant contract, The Contributor agrees to provide services and support to reduce homelessness and chronic homelessness. These services include case management, access to mental health and substance use disorder treatment and recovery, screenings for and assistance with applying for mainstream benefits, primary health care, peer support, medication management, outpatient, intensive community treatment, psychosocial rehabilitation, transportation, life skills coaching, employment assistant or resources, and SSI/SSDI outreach, access, and recovery enrollment assistance.
Tennessee Code Annotated section 7-3-314 states that metropolitan governments may provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may appropriate funds for the financial aid of nonprofit organizations by resolution.
The grant term begins on December 2, 2025, and ends on December 1, 2026.
Fiscal Note: The Office of Homeless Services will provide up to $355,000 to The Contributor, Inc. for the performance of this grant contract.
