WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, Metropolitan Charter Section 10.104 provides that the Board of Health has the duty to contract for such services as will further the program and policies of the Board, subject to confirmation by Resolution of Council; and,
WHEREAS, pursuant to the budget ordinance of the Metropolitan Government of Nashville and Davidson County for fiscal year 2027, Substitute Ordinance No. BL2026-1377, funds are available for the provision of comprehensive, wraparound support services to individuals with opioid use disorder; and,
WHEREAS, the Metropolitan Government, acting by and through the Board of Health, wishes to enter into a grant contract with Dismas, Inc., to operate the Dismas House and Harm Reduction Initiative to focus on expanding linkage to, and harm-reduction services for, men returning from incarceration who face an elevated risk of opioid use disorder and overdose; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that the funding is appropriated and the grant contract is approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. There is hereby appropriated Seven Hundred Fifty Thousand Dollars ($750,000) from the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to Dismas, Inc., for the purposes herein stated.
Section 2. The Metropolitan Government is hereby authorized to enter into a grant contract, attached hereto and incorporated herein, with Dismas, Inc., for the amount provided herein and the purposes stated.
Section 3. That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution appropriates a total of $750,000 from the Metropolitan Board of Health to Dismas House.
According to the related grant agreement, Dismas House will operate the Dismas House and Harm Reduction Initiative to provide opioid use screening, harm reduction services, peer recovery support, and coordinated linkage to medications for opioid use disorder for men returning to Davidson County following incarceration.
The related grant agreement would be effective July 1, 2026, and end on June 30, 2028.
Tenn. Code Ann. section 7-3-314 authorizes the Metropolitan Government to provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by resolution appropriate funds for the financial aid of nonprofit organizations.
