A resolution appropriating $240,011.04 through a grant contract by and between the Metropolitan Government, acting by and through the Nashville Public Library, and Nashville International Center for Empowerment to provide English as a Second Language Classes.

WHEREAS, the Metropolitan Government, acting by and through the Nashville Public Library, and Nashville International Center for Empowerment, wish to enter into a grant contract whereby Nashville International Center for Empowerment would provide English as a Second Language Classes at select library branch locations; and,

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organization in accordance with the guidelines of the Metropolitan Government; and,

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by Resolution appropriate funds for the financial aid of nonprofit organizations; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this grant contract be approved.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                      That the grant contract by and between the Metropolitan Government, acting by and through the Nashville Public Library, and Nashville International Center for Empowerment, appropriating $240,011.04 to provide English as a Second Language classes at select library branch locations, a copy of which is attached hereto and incorporated herein, is hereby approved.

Section 2.                       That this resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Analysis

 

This resolution appropriates $240,011.04 from the Nashville Public Library to Nashville International Center for Empowerment (“NICE”) to provide English as a Second Language (“ESL”) classes at select library locations.

 

Pursuant to this grant agreement, NICE will provide 11 semester-long English classes aligned with English Language Proficiency standards. The program aims to improve English language skills among adult learners in the community, addressing the current ESL waitlist in Davidson County. This program would serve up to 200 students a year.

 

The grant amount is for an amount not to exceed $240,011.04. The grant would be effective from October 23, 2025 and conclude on June 30, 2027.

 

Tenn. Code Ann. section 7-3-314 authorizes the Metropolitan Government to provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by Resolution appropriate funds for the financial aid of nonprofit organizations.

 

Fiscal Note: Metro would pay $240,011.04 to the Nashville International Center for Empowerment to provide English as a Second Language classes at select branch locations.
