WHEREAS, the Metropolitan Public Health Department is a provider of professional healthcare services; and,

WHEREAS, Volunteer State Health Plan, Inc. dba BlueCare Tennessee issues and administers benefit plans covering the provision of healthcare services to eligible members in the BlueCare Tennessee network; and,

WHEREAS, Metropolitan Charter Section 10.104 provides that the Board of Health has the duty to contract for such services as will further the program and policies of the board, subject to confirmation by Resolution of Council; and,

WHEREAS, the Metropolitan Government, acting by and through the Metropolitan Board of Health, and Volunteer State Health Plan, Inc. dba BlueCare Tennessee desire to enter into this ancillary agreement for the Metropolitan Public Health Department to provide TennCare funding for covered services provided at the Metropolitan Public Health Department to eligible members in the BlueCare Tennessee network; and,

WHEREAS, it is to the benefit of the citizens of the Metropolitan Government of Nashville and Davidson County that this ancillary agreement be approved.

NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1:                      That the ancillary agreement between Volunteer State Health Plan, Inc. dba BlueCare Tennessee and the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to provide TennCare funding for covered services provided at the Metropolitan Public Health Department to eligible members in the BlueCare Tennessee network, a copy of which is attached hereto and incorporated herein, is hereby approved.

Section 2:                      That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves an ancillary provider agreement between the Metropolitan Board of Health and Volunteer State Health Plan, Inc. dba BlueCare Tennessee (“BlueCare”). The agreement would provide TennCare funding for covered services provided at the Metropolitan Public Health Department to eligible members in the BlueCare Tennessee network.

 

The agreement would allow the Metropolitan Public Health Department (“Health”) to provide TennCare funding for services provided to eligible members in the BlueCare network. Health would agree to participate in the BlueCare Network and TennCare Select Network. The term of participation in these networks would extend from December 1, 2024, through November 30, 2029, and would be automatically renewed annually afterwards unless terminated.

 

The term of this agreement would continue until either party terminates the agreement. BlueCare may terminate without cause by giving written notice at least 120 days before the anniversary of the effective date. Health may provide written notice by August 1 for termination of the agreement or participation in the networks, effective January 1 of the following year.

 

Metropolitan Charter Section 10.104 states that the Metropolitan Board of Health has the duty to contract for such services that will further the program and policies of the board, subject to approval by resolution of the Metropolitan Council.

 

Fiscal Note: Metro will receive reimbursement for covered healthcare services provided to eligible members of BlueCare Tennessee network.
