A resolution initiating the creation of an expanded Downtown Central Business Improvement District and setting a public hearing regarding the creation of the same.

WHEREAS, Ordinance No. O98-1037 created a Central Business Improvement District for downtown Nashville (the "Downtown CBID"), which was subsequently renewed by Ordinance Nos. BL2007- 1312 and BL2017-580; and
WHEREAS, Ordinance No. BL2006-1123 created a separate Central Business Improvement District for the Gulch area of Nashville (the "Gulch CBID"), which was subsequently renewed by Ordinance No. BL2015-67; and
WHEREAS, pursuant to Ordinance No. BL2015-67, the Gulch CBID will expire and terminate effective as of December 31, 2026; and
WHEREAS, pursuant to T.C.A. ? 7-84-511, the local governing body of a metropolitan government has the authority to initiate the creation of a central business improvement upon the adoption of a resolution and to enact an ordinance establishing the same after holding a public hearing; and
WHEREAS, the Metropolitan Council desires to initiate the process of re-establishing and increasing the size of the Downtown CBID and incorporating the area of the Gulch CBID into the Downtown CBID to replace the existing Gulch CBID upon its expiration on December 31, 2026; and
WHEREAS, T.C.A. ? 7-84-513 provides that upon adopting an initiating resolution for a central business improvement district, the governing body shall order a public hearing to determine whether such central business improvement district shall be established, which hearing must be held not less than 30 nor more than 45 days following the adoption of the initiating resolution; and
WHEREAS, the creation of an expanded Downtown CBID will enhance the local business climate and help manage the area to ensure that it is clean, safe, and vibrant, and will attract more people to live, work, play, and invest in the greater downtown Nashville area; and
