An ordinance amending Title 2 of the Metropolitan Code of Laws authorizing the creation of a Downtown Central Business Improvement District and appointing a corporation to act as an advisory board to the district with the necessary powers and authority to carry out the purposes and intent of the district.

WHEREAS, Ordinance No. O98-1037 created a central business improvement district for downtown Nashville (the "Downtown CBID"), which was subsequently renewed by Ordinance Nos. BL2007-1312 and BL2017-580; and
WHEREAS, Ordinance No. BL2006-1123 created a separate central business improvement district for the Gulch area of Nashville (the "Gulch CBID"), which was subsequently renewed by Ordinance No. BL2015-67; and
WHEREAS, pursuant to Ordinance No. BL2015-67, the Gulch CBID will expire and terminate effective as of December 31, 2026; and
WHEREAS, pursuant to the Central Business Improvement District Act of 1990, the Metropolitan Council adopted Resolution No. RS2025-____ to initiate the process of re-establishing and increasing the size of the Downtown CBID (the "Phase 1 Expansion"), and incorporating the area of the existing Gulch CBID (the "Phase 2 Expansion") into the Downtown CBID to replace the existing Gulch CBID upon its expiration on December 31, 2026; and
WHEREAS, the Phase 1 Expansion area is more particularly described by lines, words, and figures on the attached Exhibit A, and the Phase 2 Expansion area is more particularly described by lines, words, and figures on the attached Exhibit B; and
WHEREAS, the creation of an expanded Downtown CBID will enhance the local business climate and help manage the area to ensure that it is clean, safe, and vibrant and will attract more people to live, work, play, and invest in the greater downtown Nashville area; and
