A resolution approving an application for the Statewide School Resource Officer (SRO) Program Grant from the Tennessee Department of Safety and Homeland Security to the Metropolitan Government, acting by and through the Metropolitan Nashville Police Department, to provide funding for the placement of one full-time School Resource Officer (SRO) in each K-12 public and public charter school.

WHEREAS, the Tennessee Department of Safety and Homeland Security is accepting applications for the Statewide School Resource Officer (SRO) Program grant with an award of $3,900,000 with no cash match required; and,
WHEREAS, The Metropolitan Government of Nashville and Davidson County is eligible to participate in this grant program; and,
WHEREAS, pursuant to the conditional mayoral approval process provided for in the Metropolitan Code of Laws § 5.04.075(B), the Metropolitan Nashville Police Department completed and submitted the application to the Tennessee Department of Safety and Homeland Security, subject to approval by the Council of the Metropolitan Government of Nashville and Davidson County; and,
WHEREAS, the information completed by the Metropolitan Nashville Police Department on the application, including the Memorandum of Understanding described in the application instructions that was submitted as part of the application, is confidential and not subject to release or distribution to the public pursuant to Tenn. Code. Ann. § 10-7-504(p); and,
WHEREAS, due to the confidentiality restriction, a blank copy of the application is attached hereto for reference; and,
WHEREAS, if a member of the Council of the Metropolitan Government of Nashville and Davidson County wishes to view the completed application as part of their official duties, they may request a copy of the completed application, but they may not share the completed application with the public; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this grant application be approved and submitted.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan Government’s completed application for the Statewide School Resource Officer (SRO) Program Grant with an award of $3,900,000, a blank copy of which is attached hereto for reference, is hereby approved, and the Metropolitan Nashville Police Department is authorized to submit said application to the Tennessee Department of Safety and Homeland Security.
Section 2. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves an application for the Statewide School Resource Officer (“SRO”) Program grant from the Tennessee Department of Safety and Homeland Security to Metropolitan Nashville Police Department with a grant award not to exceed $75,000 per year, per SRO, and per School with no cash match required. If awarded, the grant award would be $3,900,000 with no cash match required. It would be used to fund School Resource Officers in all Nashville public elementary, middle, and high schools and public charter schools.
Tennessee Code Annotated § 10-7-504(p) makes the information submitted by the Metropolitan Nashville Police Department on the application, including the required memorandum of understanding described in the application, confidential and not subject to release or distribution to the public. For this reason, a blank copy of the application is attached to the resolution for reference. Council Members may view the completed application as part of their official duties upon request but may not share the completed application with the public.
Last year, the Council approved the acceptance of a Statewide SRO Program grant pursuant to Resolution No. RS2023-16 in an amount not to exceed $3,375,000.
