WHEREAS, the Metropolitan Government, acting by and through the Metropolitan Nashville Police Department, previously entered into a grant agreement with the Tennessee Office of Criminal Justice Programs to provide support to local law enforcement in developing and implementing evidence-based strategies to combat violent crimes approved by RS2023-55; and,  

WHEREAS, the parties wish to amend the grant agreement to increase the amount of the grant by $3,763,644.00 from $736,356.00 to $4,500,000.00, to update the scope of the project, and to revise the terms and conditions of the award, a copy of which amendment one is attached hereto; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that amendment one be approved.

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     That amendment one to the Hot Spot VCIF TCCRP grant by and between the Tennessee Office of Criminal Justice Programs and the Metropolitan Government, acting by and through the Metropolitan Nashville Police Department, to provide support to local law enforcement in developing and implementing evidence-based strategies to combat violent crime, a copy of which amendment one is attached hereto and incorporated herein, is hereby approved, and the Metropolitan Mayor is authorized to execute the same. 

Section 2.                     That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves the first amendment to a Hot Spot Violent Crime Intervention Fund (“VCIF”) Targeted Community Crime Reduction Project grant from the Tennessee Office of Criminal Justice Programs to the Metropolitan Nashville Police Department (“MNPD”), originally approved by Resolution No. RS2023-55. The VCIF grant is used for developing and implementing evidence-based programs, technology, and strategies that will reduce the violent crime. The grant funds are used for reimbursement of the salary and fringe for the project coordinator of this grant. The grant term began on November 1, 2023, and ends on June 30, 2027.

 

The amendment under consideration increases the amount of the grant by $3,763,644, from $736,356 to $4,500,000. The amendment also adds new sections to the grant contract regarding the monitoring of sub-contractors and the suspension of payment. The amendment replaces Attachment A, containing the project strategy, to amend the scope to focus on reduction of violent crime in the 37207 community through evidence-based programming. Attachment A-1, which contains the grant budget, would be replaced to reflect the increased budget.
