A resolution requesting the Nashville Department of Transportation and Multimodal Infrastructure to install signage to discourage panhandling and encourage charitable giving.

WHEREAS, members of the Metropolitan Council have been contacted by concerned citizens about increases in panhandling and how to best serve those in need in Nashville; and

WHEREAS, panhandling, defined as soliciting a donation of money or other thing of value, occurs frequently throughout Nashville and Davidson County; and

WHEREAS, NDOT is focused on protecting the safety of all road users through Nashville and Davidson County's Vision Zero Action and Implementation plans; and

WHEREAS, panhandlers create a safety hazard for themselves and the motoring public when entering upon public streets and requesting money or other items from vehicle occupants; and

WHEREAS, panhandling does not include vendor paper sales programs such as The Contributor and other legitimate business operations, which provide an alternative to panhandling; and

WHEREAS, signage has been prepared that promotes giving to local charitable organizations that provide much needed services instead of giving to panhandlers; and

WHEREAS, it is in the best interest of the citizens of Nashville and Davidson County that signage is installed to encourage donations to local charitable organizations that assist with a variety of services such as mental health, employment, housing and substance abuse solutions, while discouraging panhandling.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That the Metropolitan Council hereby goes on record as requesting the Nashville Department of Transportation and Multimodal Infrastructure install signage to discourage panhandling and instead encourage donation to charitable organizations.
