WHEREAS, on January 4, 2022, the Metropolitan Council adopted Resolution No. RS2022-1307, which appropriated $1,060,000 in American Rescue Plan Act funds from Fund #30216 to the Community Safety Partnership Fund to support evidence-based community solutions to interpersonal violence; and
WHEREAS, in RS2022-1307, funds were allocated to the Cure Violence Pilot in North Nashville through the Community Safety Partnership Fund, to meet reporting and monitoring requirements for the allocation of grants to nonprofit organizations, and to make it possible for the Community Safety Coordinator to bring researchers to Nashville in early 2022 to share findings with community leaders, with the goal of developing a community-driven action plan to reduce and prevent gun violence that connect individuals involved with gun violence to programs and services; and
WHEREAS, the Metropolitan Council has determined that RS2022-1307 should be amended to allow for the use of funds for violence interruption services generally, instead of strictly for the Cure Violence model; and
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this resolution be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Agenda Analysis
Analysis
This resolution amends Resolution No. RS2022-1307, which appropriated $1,060,000 in American Rescue Plan Act funds from Fund No. 30216 to the Community Safety Partnership Fund. The Community Safety Partnership Fund was to use these funds to support evidence-based community solutions to interpersonal violence. Exhibit A to RS2022-1307 references that these funds are to be used specifically for a “Cure Violence” pilot program in North Nashville. Cure Violence is a specific program model for violence interruption.
The resolution under consideration amends RS2023-1307 to remove references to Cure Violence specifically and instead allow for the funding to be used for violence interruption services generally. This amendment would not preclude the Community Safety Partnership Fund from using the Cure Violence model, however, it would no longer require these funds to be used for the Cure Violence model. No other changes will be made to the appropriation.
