A resolution appropriating a total of $6,817,680 from Metropolitan Social Services to various nonprofit organizations for the provision of services to those experiencing homelessness and to maintain housing opportunities.

WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,

WHEREAS, Resolution RS2022-1697 appropriated $9,000,000 in American Rescue Plan Act funds from Fund #30216 to the Homeless Impact Division of Metropolitan Social Services to build capacity in Housing First case management services; and,

WHEREAS, Metropolitan Social Services has recommended that $6,817,680 of the funds appropriated in Resolution RS2022-1697 be utilized to fund grants to specific nonprofit organizations to provide services to those experiencing homelessness and to maintain housing opportunities; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that these funds be appropriated to the specified nonprofit organizations and grant contracts between the Metropolitan Government of Nashville and Davidson County, acting by and through Metropolitan Social Services, and the specified nonprofit organizations, be approved.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     There is hereby appropriated Six Million, Eight Hundred Seventeen Thousand Six Hundred Eighty Dollars ($6,817,680) from The Metropolitan Government of Nashville and Davidson County, acting by and through Metropolitan Social Services, to nonprofit organizations as follows:

a)                     $900,000 to Park Center, Inc. to provide SSI/SDI eligibility assessments and/or initial SSI/SDI application assistance; and,

b)                     $143,629 to Colby’s Army, Inc. to provide peer supportive services with a trained peer passport specialist to those experiencing homelessness and to those who have recently been housed; and,

c)                     $2,499,051 to Step Up on Second Street, Inc. to provide an array of services and support to members in housing stability; and,

d)                     $3,000,000 to Mending Hearts, Inc. to provide, identify, engage, and support adults within a housing first model in accessing and engaging with the recovery and support services needed to successfully maintain housing and transition to health and wellness; and,

e)                     $275,000 to Room in the Inn, Inc. to provide nutritious meals for newly housed individuals residing in Interim Housing, while scaling up to 75 meals per day.

Section 2.                      The grant contracts between the Metropolitan Government of Nashville and Davidson County and the nonprofit organizations listed in Section 1 above for the amounts provided herein and the purposes stated, copies of which are attached hereto and incorporated herein, are hereby approved.

Section 3.                     That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution appropriates $6,817,680 from Metropolitan Social Services to five non-profit organizations for the provision of services to those experiencing homelessness and to maintain housing opportunities. The appropriations are as follows:

                     $900,000 to Park Center, Inc. to provide SSI/SDI eligibility assessments and/or initial SSI/SDI application assistance

The resolution also approves the execution of grant contracts with each of the nonprofit organizations listed above. The grant contracts are attached to the resolution.
