A resolution appropriating $1,200,000 in Community Development Block Grant funds to assist with construction of Phase II of Kossie Gardner Sr. Park located at 1606 Jefferson Street in North Nashville.

WHEREAS, in Ordinance No. BL2018-1246 (as amended), the Metropolitan Council approved the adoption of the 2018 - 2023 Consolidated Plan for Housing and Community Development the use of Community Development Block Grant (CDBG) funds which identified a goal of neighborhood revitalization by investing in underserved areas ("CDBG Target Areas") with the Tier II Priority Areas; and

 

WHEREAS, the 2020 Annual Action Plan updates to the Consolidated Plan allocated CDBG funds to be used for public/neighborhood improvements in these Areas; and

 

WHEREAS, the Metropolitan Development and Housing Agency (MDHA), the administrator of the CDBG funds on behalf of Metro Nashville, has identified a total of $ 1,200,000 CDBG funds for public/neighborhood improvements that can be utilized toward construction of projects in these Areas; and

 

WHEREAS, MDHA collaborated with Metro Parks Department to identify projects in these Areas based on need and community input; and

 

WHEREAS, the project identified is construction of Phase II of Kassie Gardner Sr. Park located in the heart of the Jefferson Street historic corridor at 1606 Jefferson Street. Once the home of Browns Pharmacy, Hotel and Supper Club, the site was bisected by the construction of the interstate and recently developed by Metro Water Services to detain stormwater in underground cisterns. Phase I of the Park, partially funded with CDBG funds was completed in 2019. The park is a civic space where residents and visitors can engage history, culture, and community through play, gathering spaces, historic interpretation and public art; and

 

WHEREAS, the project is ready to begin expenditure of CDBG funds, and RS2020-340 and BL2018-1246 (as amended) requires MDHA to obtain Metro Council approval by Resolution prior to expending CDBG funds for capital improvement projects.

 

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

 

Section 1. The Metropolitan Development and Housing Agency ("MDHA") is authorized to expend up to $1,200,000 in CDBG funds for construction and related costs for construction of Phase II of Kassie Gardner Sr. Park at 1606 Jefferson Street as follows:

 

2020 CDBG funds: Up to $1,200,000

 

Section 2. Plans and specifications for the park construction will be on file at MDHA's Construction Department.

 

Section 3. This resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution authorizes the Metropolitan Development and Housing Agency (“MDHA”) to appropriate up to $1,200,000 in Community Development Block Grant (“CDBG”) funds to assist with the construction and related cost for construction of Phase II of Kossie Gardner Sr. Park located at 1606 Jefferson Street from. MDHA is the administrator of the CDBG funds on behalf of Metro and collaborated with the Metro Parks Department to identify projects in Tier II Priority Areas based on need and community input. The plans and specifications for the park construction will be on file with MHDA’s construction department.

 

Fiscal Note: The resolution would appropriate up to $1,200,000 from the 2020 CDBG Funds for Phase II of Kossie Gardner Sr. Park construction costs.
