WHEREAS, starting late in the evening on December 22, 2022, much of the south including Middle Tennessee, experienced record-breaking frigid temperatures and dangerous wind chill; and

WHEREAS, the severe temperatures and strain on power generation facilities prompted the Tennessee Valley Authority (TVA) to direct all utility power distributors to drop 5% of their electricity load; and

WHEREAS, to help stabilize the power load, Nashville Electric Service (NES) initiated rotating, intermittent power outages in their service area; and

WHEREAS, before implementing the power outages, NES was already working to restore power to approximately 2,000 customers that had lost power overnight due to precipitation and high winds which caused four power poles to break; and

WHEREAS, causing further strain, a control panel cabinet fire occurred leading to a complete substation outage in the Cane Ridge area of Nashville where over 20,000 customers lost power; and

WHEREAS, NES deployed 30 crews to work throughout the day and 16 crews to work through the night to help restore power to affected customers; and

WHEREAS, NES crews continued to work in frigid conditions around the clock and restored power to more than 60,000 customers in roughly 24 hours; and

WHEREAS, continued severe weather led to a second day of TVA mandated power reductions; and

WHEREAS, NES crews were once again deployed across the city to repair breakers and lines that were affected by the record demand during historic winter weather; and

WHEREAS, in total, NES crews worked around the clock through Christmas Eve and Christmas Day, and were able to restore all known power outages on December 26; and

WHEREAS, at its peak, 72,000 customers in the NES service area lost power during the record-breaking cold weather; and
