WHEREAS, Jim Cooper was born in Nashville, raised in Shelbyville, Tennessee and is the son of former Tennessee Governor Prentice Cooper and his wife Hortense; and

WHEREAS, Cooper earned a Bachelor of Arts in history and economics at the University of North Carolina at Chapel Hill, and earned a Master of Arts in philosophy, politics, and economics at the University of Oxford; and

WHEREAS, Cooper went on to earn his J.D. from Harvard Law School in 1980, and spent two years working for the law firm Waller Lansden Dortch & Davis, LLP in Nashville before running for Congress; and

WHEREAS, in 1982, Cooper won the Democratic primary for Tennessee's 4th Congressional District, going on to defeat his opponent by earning 66% of the vote, and was reelected five more times; and

WHEREAS, after losing a U.S. Senate bid in 1994, Cooper went into private business and served as a professor at Vanderbilt University's Owen Graduate School of Management; and

WHEREAS, in 2002, Cooper ran for Tennessee's 5th Congressional District seat and won the primary with 47% of the vote and then winning the general election by 64%; and

WHEREAS, Cooper was reelected nine more times to the 5th Congressional District, representing constituents in Davidson, Dickson, and Cheatham counties; and

WHEREAS, Cooper is a member of the Blue Dog Coalition, the New Democrat Coalition and is known for his moderate voting record, civility, and bipartisanship; and

WHEREAS, he is Chairman of the House Armed Services Subcommittee on Strategic Forces, and is also a member of the Committee on Oversight and Reform, the Budget Committee, and the Intelligence Committee; and

WHEREAS, Cooper is a strong advocate of voting rights, and in recent years has worked tirelessly to increase voter registration in Tennessee; and
