WHEREAS, the Metropolitan Planning Department reviewed and approved the application for a CMAQ Improvement Grant; and,

WHEREAS, NDOT incorporated the TDM into their work program through a Memorandum of Understanding with the Metropolitan Transit Authority (WeGo) in April 2022; and,

WHEREAS, TDOT Agreement 200206 (attached hereto as Exhibit A) provides the grant award amount of $1,415,595.00, an eighty percent match, and Metro Government, acting by and through NDOT, provides $355,899.00, a twenty percent match, for the total project cost of $1,769,494.00; and,

WHEREAS, Tennessee Code Annotated, Section 12-9-104(a)(2)(b), authorizes the Metropolitan Government of Nashville and Davidson County to enter into intergovernmental agreements with the State of Tennessee; and,

WHEREAS, it is in the best interest of The Metropolitan Government of Nashville and Davidson County that this intergovernmental agreement be approved.

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     That the application for the Congestion Mitigation and Air Quality Improvements grant is hereby approved.

Section 2.                      That the Congestion Management Air Quality Improvements Grant by and between the Tennessee Department of Transportation, in the amount of $1,415,595.00 to the Metropolitan Government, acting by and through the Nashville Department of Transportation and Multimodal Infrastructure, for the implementation of the Nashville Connector: Transportation Demand Management Center, a copy of which is attached hereto and incorporated herein, is hereby approved, and the Metropolitan Mayor is authorized to execute the same.

Section 3.                     That the amount of this grant be appropriated to the Nashville Department of Transportation and Multimodal Infrastructure, based on the revenues estimated to be received and any match to be applied.

Section 4.                     That the Agreement with TDOT, attached hereto as Exhibit A and incorporated herein by reference, is hereby approved, and that the Metropolitan Mayor is authorized to execute the same.

Section 5.                     Any amendments, renewals, or extension of the terms of the agreement may be approved by resolution of the Metropolitan Council.

Section 6.                     That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves an application for and accepts a Congestion Management Air Quality (CMAQ) Improvement Grant. The resolution also approves an intergovernmental agreement from Tennessee Department of Transportation (TDOT) to the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) for the acceptance of work to implement the Nashville Connector: Transportation Demand Management Center (TDM), which will be funded by the CMAQ grant. The Nashville Connector is the region’s one stop shop for commute options. The program uses proven TDM strategies reduce congestion with a goal of improving air quality.

 

The grant award is in the amount of $1,415,595 with a required local match in the amount of $355,899, to be provided by WeGo Public Transit. The total project cost is $1,769,494. The grant period is from July 16, 2023 to July 16, 2025.
