WHEREAS, RS2021-1077 approved the application for a CMAQ Improvement Grant from TDOT for an award amount of $3,655,000 with no cash match required to implement a modern, fully functional TMC; and,

WHEREAS, TDOT Agreement 220142 (attached hereto as Exhibit A) provides the grant award amount not to exceed the $3,655,000 acting by and through NDOT, for the implementation of a modern, fully functional TMC; and,

WHEREAS, Tennessee Code Annotated, Section 12-9-104(a)(2)(b), authorizes the Metropolitan Government of Nashville and Davidson County to enter into intergovernmental agreements with the State of Tennessee; and,

WHEREAS, it is in the interest of The Metropolitan Government of Nashville and Davidson County that this intergovernmental agreement be approved.

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     That the Congestion Mitigation and Air Quality Improvements grant by and between the Tennessee Department of Transportation, in an amount not to exceed $3,655,000 to the Metropolitan Government, acting by and through the Nashville Department of Transportation and Multimodal Infrastructure, for the implementation of a modern, fully functional Transportation Management Center, a copy of which is attached hereto and incorporated herein, is hereby approved, and the Metropolitan Mayor is authorized to execute the same.

Section 2.                     That the amount of this grant be appropriated to the Nashville Department of Transportation and Multimodal Infrastructure, based on the revenues estimated to be received and any match to be applied.

Section 3.                     That the Agreement with TDOT, attached hereto as Exhibit A and incorporated herein by reference, is hereby approved, and that the Metropolitan Mayor is authorized to execute the same.

Section 4.                     Any amendments, renewals, or extension of the terms of the agreement may be approved by resolution of the Metropolitan Council.

Section 5.                     That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution accepts a Congestion Management Air Quality (CMAQ) Improvement Grant through an intergovernmental agreement between the Tennessee Department of Transportation (TDOT) and the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) for the acceptance of work to implement a traffic management center.

 

The application for this grant was approved by Resolution No. RS2021-1077. The grant award is not to exceed $3,655,000, with no local cash match required. The funds will be used to implement a modern, fully functional traffic management center. This grant will cover three years of active operational staff for the management, operation, and maintenance of the traffic management center. This includes nine full time staff positions. The term of the agreement begins upon the execution and ends on July 1, 2027.
