WHEREAS, on June 15, 2021, the Metropolitan Council passed Resolution RS2021-966, a resolution which accepted grant funds for local government support from the Coronavirus State and Local Fiscal Recovery Funds established by the American Recovery Plan (ARP) Act of 2021 from the U.S. Department of the Treasury to The Metropolitan Government of Nashville and Davidson Count, which was subsequently signed into law by Mayor John Cooper on June 16, 2021; and,

WHEREAS, Resolution RS2021-966 established a COVID-19 Financial Oversight Committee ("the Committee") whose role is to collect, consider, and recommend appropriate uses of the ARP Funds as designated by the Metropolitan Council disbursement plan. The Committee will submit its reports and recommendations to the Mayor, the Director of Finance, and the Metropolitan Council not later than June 30, 2025; and,

WHEREAS, there are federal requirements for use of American Rescue Plan Act funds that require that these funds be used or distributed on or before December 31, 2024; and

WHEREAS, on October 13, 2021, the Committee considered and approved for recommendation the disbursement of $135,000.00 to FUSE Corps to provide fellowships as part of its Equitable Recovery Initiative working to create opportunities and reduce disparities for those who have been most impacted by the COVID-19 crisis and a long history of injustice; and

WHEREAS, the Committee recognizes that FUSE Corps is a philanthropic organization that works with cities to provide one-year executive fellowships for local governments to work on meaningful civic challenges and advance racial equity; and

WHEREAS, FUSE Corps will utilize the funds in addition to other philanthropic funding to provide three fellows to work under the initiative with the Metropolitan Government in the following areas - affordable housing, resilience for vulnerable populations, and afterschool programs combatting learning loss exacerbated by the COVID-19 pandemic; and

WHEREAS, the Committee considered and approved for recommendation the disbursement of $15,000.00 to the Mayor’s Office to allocate for incidental costs related to the placement and work of the fellows, including laptop computers and necessary technology; and

WHEREAS, the Metropolitan Government wishes to enter into a grant contract with FUSE Corps to provide the funding match for the work of three fellows who will be placed with the Planning Department, the Mayor’s Office/Office of Emergency Management, and the Nashville Public Libraries; and

 

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this resolution be approved.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                      The Metropolitan Council accepts this resolution as a recommendation of the COVID-19 Financial Oversight Committee.

Section 2.                      That the grant contract between the Metropolitan Government and FUSE Corps appropriating $135,000.00 from the American Rescue Plan Fund #30216 to provide the funding match for the work of three fellows who will be placed with the Planning Department, the Mayor’s Office/Office of Emergency Management, and the Nashville Public Libraries, the form of which is attached hereto, is hereby approved.

Section 3.                     That $15,000.00 for cost incidentals related to the placement of the fellows is hereby appropriated from the American Rescue Plan Fund #30216 to the Mayor’s Office.

Section 6.                      This resolution shall take effect from and after its final passage, the welfare of the public requiring it.

This resolution appropriates $150,000 from the American Recovery Plan Act Fund, as recommended by the COVID-19 Financial Oversight Committee, for distribution to FUSE Corps and approves a grant contract to support fellowships as part of FUSE Corps’ Equitable Recovery Initiative.

 

The resolution accepts the COVID-19 Financial Oversight Committee’s recommendation to use $135,000 in American Rescue Plan (ARP) funds to allow FUSE Corps to provide fellowships as part of its Equitable Recovery Initiative to create opportunities and reduce disparities for those who have been most impacted by the COVID-19 crisis and a long history of injustice. Three fellows would be placed in the Planning Department, the Mayor’s Office/Office of Emergency Management, and the Nashville Public Libraries. Further, $15,000 would be appropriated to the Mayor’s Office for incidental costs related to the placement and work of the fellows, including laptop computers and necessary technology. The term of the associated grant contract is for 12 months, beginning November 2, 2021 and ending October 24, 2022.

 

Fiscal Note: This appropriation, along with the appropriations per Resolution No. RS2021-1204, Resolution No. RS2021-1205, Resolution No. RS2021-1206 and Resolution No. RS2021-1207 would be the 5th, 6th, 7th, 8th, and 9th resolutions appropriating from the American Recovery Plan Act (ARP) Fund for a cumulative total of $19,427,996. The total grant award is $259,810,600 and the first half of this amount was received in July 2021.
