WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,

WHEREAS, Resolution RS2020-394 previously appropriated funds for the support of various agencies and non-profit organizations providing direct services to members of the community negatively impacted by COVID-19; and,

WHEREAS, Resolution RS2020-394 provided that funds shall be disbursed in accordance with the requirements of Section 7-3-314 of the Tennessee Code Annotated and all related grant contracts shall be approved by resolution of the Metropolitan Council, including $183,200.00 for the Metro Public Health Department; and,

WHEREAS, there are federal requirements for use of CARES Act funds which require that these funds be used or distributed on or before June 30, 2021; and,

WHEREAS, the Metro Public Health Department has accepted applications from nonprofit organizations to receive Community Partnership Fund grants; and,

WHEREAS, the Mayor has accepted the recommendations of the Metro Public Health Department that $183,200.00 in Community Partnership Fund grants should be disbursed to specific nonprofit organizations; and,

WHEREAS, the nonprofit organizations named below have experienced an increased demand in their services during the pandemic; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that these funds be appropriated to these nonprofit organizations.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     There is hereby appropriated One Hundred Eighty-Three Thousand Two Hundred Dollars ($183,200) from the Metro Public Health Department to nonprofit organizations as follows:

a)                     $28,000 to 4:13 Strong to provide yoga and meditation to improve the mental health of constituents housed at the location and provide training, skills, and job placement for at risk constituents; and,

 

b)                     $55,200 to Mental Health Cooperative to provide Emergency Psychiatric Services to minimize exposure to crisis personnel to COVID-19 via tele-video assessments; and,

 

c)                     $50,000 to Nashville Food Project to provide community meals and produce sharing to residents vulnerable to COVID-19 and to purchase food supplies to support COVID-19 meal and food assistance; and,

 

d)                     $50,000 to Trevecca Nazarene University to provide funds for the TreeCycle Collaborative COVID-19 Response Project to provide emergency food provisions to low-income neighbors and physical activity and stipends to low income students to mitigate the effects of COVID-19; and,

 

Section 2.                     The Metropolitan Government is hereby authorized to enter into grant contracts, attached hereto and incorporated herein, with the nonprofit organizations listed in Section 1 above for the amounts provided herein and the purposes stated.  Such contracts shall specify the terms and conditions under which the grant funds are to be spent, including that all expenditures shall be in accordance with the financial requirements of the federal CARES Act.

Section 3.                     That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution appropriates $183,200 in Community Partnership Funds from the Health Department to various nonprofit organizations. Resolution No. RS2020-394 appropriated funds to various departments, including $183,200 for the Health Department, for the support of nonprofit organizations who provide direct services to community members negatively impacted by COVID-19, which were to be allocated to specific nonprofits through a subsequent resolution. The Health Department solicited applications from nonprofit organizations to receive Community Partnership Fund grants and has selected the following nonprofits for funding:

                     $28,000 to 4:13 Strong to provide yoga and meditation to improve the mental health of constituents housed at the location and provide training, skills, and job placement for at risk constituents

Tenn. Code Ann. § 7-3-314 provides that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government. Pursuant to those guidelines, these nonprofit organizations will be required to enter into a grant contract with Metro prior to receiving the funds.
