A resolution expressing the endorsement of the Metropolitan Council for the “Metro Nashville Transportation Plan.”

WHEREAS, the “Metro Nashville Transportation Plan,” a copy of which is attached hereto as Exhibit A (the Transportation Plan), is designed to promote a multimodal system for all that offers choice and better connects neighborhoods, residents, and businesses to the places that they need and want to
go to in a safe manner; and,
WHEREAS, the Transportation Plan projects will be advanced with individual funding strategies while more comprehensive dedicated funding possibilities are reserved for possible future consideration; and,
WHEREAS, the Transportation Plan also relied upon the value of existing studies, plans and programs from WeGo, Metro Public Works, Metro Planning and others to leverage the value of previous initiatives, such as:
• NashvilleNext,
• WalknBike,
• Plan to Play
• nMotion, among others; and,
WHEREAS, the Transportation Plan also includes refreshed approaches such as the Charlotte and Gallatin Innovation Corridors, and efforts like the traffic system modernization and project development design and delivery with the Equity in Design tool, construction management manual, and the robust analysis of funding strategies, in addition to the parallel development of a Department of Transportation; and,
WHEREAS, the Metropolitan Council believes that the Transportation Plan will provide useful direction for transportation-related projects, is needed to maximize competitiveness for grant opportunities that are explored to leverage and enhance local funding over the life of the plan, and affords Metro a system level performance driven approach to transportation infrastructure; and,
WHEREAS, projects described in the Transportation Plan that have not been previously adopted as part of the Capital Improvements Budget (CIB) will either be included in forthcoming CIB’s or added to the current or to future CIB’s by amendment before they are constructed, pursuant to applicable requirements; and,
WHEREAS, the Transportation Plan is a living document and will be updated over time as our community opportunities and challenges evolve; and,
WHEREAS, there will be a proposed amendment to the Metropolitan Charter submitted by the administration for Council approval within three years of the effective date of this resolution to create a Department of Transportation for the Metropolitan Government.”
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. The Metropolitan Council hereby goes on record as endorsing the Transportation Plan, as attached in Exhibit A, hereto.
Section 2. The Transportation Plan may not be changed or amended unless by resolution passed by the Metropolitan Council.
Section 3. This resolution is not a request or authorization to fund or finance any portion of the Transportation Plan and any such request must be addressed by future legislation.
Section 4. This Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
