A resolution amending Resolution No. RS2017-713 pertaining to capital funds for transit system projects for the Metropolitan Transit Authority.

WHEREAS, on June 13, 2017, the Metropolitan County Council (the “Council”) approved Resolution No. RS2017-713 as an initial resolution determining to issue general obligation bonds of The Metropolitan Government of Nashville and Davidson County (the “Metropolitan Government”) in an aggregate principal amount of not to exceed $288,000,000 (the “Bonds”); and,

WHEREAS, upon the adoption of Resolution No. RS2017-713, the Council authorized the funding of various capital projects included in the FY 2017-18 Capital Spending Plan, which included $1,800,000 for the “TSU Circulator project” (CIB # 18MT0012); and,

WHEREAS, this funding was for the installation of a bus charging station in anticipation of extending the Music City Circuit routes along Jefferson Street to Tennessee State University; and,

WHEREAS, the Metropolitan Transit Authority discontinued the Music City Circuit in fiscal year 2020 due to operating budget cuts and in an effort to better streamline its services; and,

WHEREAS, as part of its general stop and shelter upgrade project, the Metropolitan Transit Authority invested $90,000 in 2019 to expand and upgrade the passenger waiting shelter at Tennessee State University; and,

WHEREAS, As part of the Metropolitan Transit Authority’s nMotion plan, conceptual locations for a long-term network of neighborhood transit centers was developed based on demographic and travel demand information; and, 

WHEREAS the Metropolitan Transit Authority has identified a specific site location at 2501 Clarksville Pike meeting all selection criteria for a neighborhood transit center; and,

WHEREAS, a neighborhood transit center at this location will further neighborhood connectivity throughout the greater North Nashville community; and,

WHEREAS, the Metropolitan Transit Authority has proposed to reallocate the $1,800,000 for a Neighborhood Transit Center (CIB # 18MT0002) to be located at the intersection of Clarksville Pike and 26th Avenue North; and,

WHEREAS, the Council deems it to be in the best interest of the Metropolitan Government that the capital funds allocated for the “TSU Circulator” project authorized by Resolution No. RS2017-713 be utilized instead for the Clarksville Pike/26th Avenue North neighborhood transit center project.

 

NOW, THEREFORE BE IT RESOLVED BY THE METROPOLITAN COUNTY COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1. That Resolution No. RS2017-713 is hereby amended by deleting from Exhibit A the phrase “TSU Circulator” and substituting instead the phrase “Neighborhood Transit Center-Clarksville Pike/26th Avenue North”.

Section 2. The Metropolitan Clerk is hereby directed to cause this Resolution, upon its adoption, together with the statutory notice required by Section 9-21-206, Tennessee Code Annotated, to be published in full once in a newspaper published and having general circulation in the Metropolitan Government.

Section 3. That all remaining provisions of Resolution No. RS2017-713 shall remain in full force and effect.

Section 4.  This Resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government requiring it.

This resolution amends Resolution No. RS2017-713 to reallocate $1.8 million in transit funding. RS2017-713 approved the issuance of general obligation bonds to fund projects in the 2017-2018 capital spending plan (CSP). One of the projects in the CSP was $1.8 million for the “TSU Circular Project,” which was to be used for the installation of a bus charging station. However, WeGo Public Transit (MTA) discontinued the Music City Circuit bus service this year due to budget cuts. MTA would now like to reallocate these funds for its planned Neighborhood Transit Center to be located at 2501 Clarksville Pike.

 

This resolution amends RS2017-713 to delete the $1.8 million TSU Circular Project and replace it with “Neighborhood Transit Center - Clarksville Pike/26th Avenue North”.
