A resolution approving an interlocal agreement between the Emergency Communications District for Nashville and Davidson County and The Metropolitan Government of Nashville and Davidson County for the provision of services and reimbursement of costs pertaining to Enhanced-911 services.

WHEREAS, the Emergency Communications District for Metropolitan Nashville and Davidson County (“Emergency Communications District”) was created by Ordinance No. 088-609; and,

 

WHEREAS, the Emergency Communications District has the powers of a municipality under Tennessee law by virtue of Tennessee Code Annotated section 7-86-106; and,

 

WHEREAS, the Metropolitan Government seeks to enter into an agreement with the Emergency Communications District whereby Enhanced-911 services will be provided for the area of the Metropolitan Government for the 2019-2020 fiscal year; and,

 

WHEREAS, under the agreement, the Metropolitan Government will provide certain services to the Emergency Communications District for the 2019-2020 fiscal year; and,

 

WHEREAS, under the agreement, the Emergency Communications District will reimburse the Metropolitan Government for certain costs; and,

 

WHEREAS, Tennessee Code Annotated Section 12-9-101, et seq., grants political subdivisions of Tennessee the authority to enter into interlocal agreements to operate common projects and achieve common objectives subject to the approval of their respective governing bodies or otherwise as provided by law; and,

 

WHEREAS, it is in the best interest of the Metropolitan Government that the agreement be approved.

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

 

Section 1.                     That the agreement between The Metropolitan Government of Nashville and Davidson County and the Emergency Communications District for Metropolitan Nashville and Davidson County for the provision of Enhanced-911 services and reimbursement of costs for the 2019-2020 fiscal year, a copy of which is attached hereto and incorporated herein, is hereby approved, and the Metropolitan County Mayor is authorized to execute the same on behalf of the Metropolitan Government.

 

Section 2.                     That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves the annual interlocal agreement for services performed by Metro for the Emergency Communications District (ECD) relative to the operation of the Enhanced-911 service during Fiscal Year 2021. The contract specifies the services to be provided by the Metro Emergency Communications Center, the Department of Public Works, and the Department of General Services.

 

The Department of Public Works would maintain an updated Master Street Address Guide, and the Department of General Services would provide three fleet vehicles as well as the necessary associated vehicle maintenance. Metro would also agree to handle the procurement of goods and services upon request by the ECD. In addition, Metro would be responsible for training the Metro employees who would operate the system. Finally, Metro would agree to provide a facility to serve as a backup center for the primary Emergency Communications Center.

 

Fiscal Note: The ECD would reimburse the Metropolitan Government in the amount of $4,900 for the services provided by the Department of Public Works. This amount remains unchanged from reimbursements in FY2019. The ECD would also reimburse the Department of General Services for the use of the three (3) fleet vehicles, plus the expenses of certain training costs, rental costs for the backup facility, telephone expenses, and equipment costs.
