WHEREAS, RS2023-148 approved an application for a Carbon Reduction Program Grant from TDOT to NDOT, which if awarded, would fund the Connect Downtown Adaptative Signal System; and,
WHEREAS, TDOT awarded the Carbon Reduction Program Grant to NDOT via a formula grant; and,
WHEREAS, Downtown Nashville is currently served by a conventional signal system that uses pre-programmed, daily signal timing schedules; and
WHEREAS, the Adaptive Signal System will update existing signals throughout the downtown Nashville area with software that will adjust the timing of red, yellow, and green lights automatically to accommodate changing traffic patterns and ease traffic congestion; and
WHEREAS, the Adaptive Signal System is a recommended project from NDOT's Connect Downtown Action Plan, which was endorsed by the Metropolitan Council via RS2024-369; and,
WHEREAS, Tennessee Code Annotated Section 12-9-104(a)(2)(b) authorizes the Metropolitan Government to enter into intergovernmental agreements with the State of Tennessee by resolution; and,
WHEREAS, it is in the interest of the Metropolitan Government of Nashville and Davidson County that this Agreement be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
