WHEREAS, nihilistic violent extremism is a decentralized, largely online subculture where participants encourage violence with no coherent purpose, but as an expression of alienation, transgression, and meaning-seeking; and
WHEREAS, recent investigative reporting has shown cases where young people are drawn into these online communities. These children have become entangled with anonymous "handlers" who encourage destructive behavior, validate grievances, and frame violence as a pathway to fame or notoriety; and
WHEREAS, these extremist tactics can include encouraging self-harm, exploiting vulnerable youth, and using coercion and blackmail to pressure individuals into escalating acts of violence, including suicide and school shootings; and
WHEREAS, according to the U.S. Department of Justice, the perpetrator of the Antioch High School shooting in January 2025 claimed to have been motivated by "handlers" and extremist groups in carrying out the tragedy; and
WHEREAS, the Metropolitan Council denounces nihilistic violent extremism and its tragic and corrosive effects and desires for the Metropolitan Government to take steps to prevent young people in Nashville and Davidson County from being exploited by these communities; and
WHEREAS, it is in the best interest of the Metropolitan Government, through the Metropolitan Nashville Police Department and the Office of the Mayor, to coordinate a response to educate parents and the broader community about the growing threat of nihilistic violent extremism targeting young people online; and
