A resolution urging the Tennessee General Assembly to support the Tennessee Waste to Jobs Act to promote sustainable economic development and environmental stewardship.

WHEREAS, the Metropolitan Government of Nashville and Davidson County recognizes the urgent need to address the growing challenges of waste management, environmental damage, and workforce opportunity; and
WHEREAS, the Tennessee Waste to Jobs Act provides a statewide framework to incentivize the conversion of solid waste into reusable materials, energy, and employment opportunities through public-private partnerships, workforce training programs, and infrastructure investment; and
WHEREAS, the legislation enacts a system called Extended Producer Responsibility, which has been passed in seven other states; and
WHEREAS, Extended Producer Responsibility shifts the cost of recycling from taxpayers and local governments to the companies producing packaging waste, incentivizing producers to reduce their overall packaging volume, use recycled materials in their packaging, and ensure their products are recyclable; and
WHEREAS, the passage of the Tennessee Waste to Jobs Act would complement existing local efforts to reduce landfill dependency, lower greenhouse gas emissions, and improve public health outcomes; and
WHEREAS, it is fitting and proper for the Metropolitan Council to call for the Tennessee General Assembly to enact this program and shift the cost of recycling from taxpayers through Extended Producer Responsibility.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan County Council hereby goes on record as urging the Tennessee General Assembly to support the Tennessee Waste to Jobs Act regarding the cost of recycling infrastructure and education.
