A resolution urging the Tennessee General Assembly to support House Bill 1289/Senate Bill 1247, as amended, which approves the Alyssa Lotkis Safety Act.

WHEREAS, people enjoy parks and other outdoor recreational areas in Nashville and Davidson County to connect with the natural environment and take opportunities to meet with others; and
WHEREAS, keeping parks and recreation facilities safe is key to community wellness and can directly connect with their usage rates; and
WHEREAS, after the tragic death of Alyssa Lotkis in October 2024, parks safety advocates have called for greater security in parks and recreational areas in Nashville and Davidson County and throughout the state of Tennessee; and
WHEREAS, members of the Tennessee General Assembly have filed House Bill 1289 and Senate Bill 1247. This legislation, as amended, would require the Tennessee Department of Environment and Conservation and the Tennessee Department of Safety and Homeland Security to work with local governments and develop a uniform safety plan to create and maintain safer spaces in parks; and
WHEREAS, the development of these uniform safety plans would include citizen involvement and consider park design, programming, and maintenance, which would allow local parks in Tennessee to be used to their greatest potential; and
WHEREAS, it is fitting and proper for the Metropolitan Council to call the Tennessee General Assembly to enact this legislation and support the development of safety plans for parks in Tennessee.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan County Council hereby goes on record as urging the Tennessee General Assembly to support House Bill 1289/Senate Bill 1247, as amended, which approves the Alyssa Lotkis Safety Act.
