WHEREAS, the Metropolitan Government of Nashville and Davidson County ("Metro") seeks to protect residents, infrastructure, and public services during emergencies, including natural disasters, infrastructure failures, public safety threats, and public health crises; and
WHEREAS, recent severe weather events and infrastructure disruptions have demonstrated the need for improved coordination, communication, and preparedness planning; and
WHEREAS, to better facilitate council response and communications between Council Members and their constituents, Public Health and Safety Committee Chair Jordan Huffman established an Emergency Preparedness Working Group; and
WHEREAS, this Emergency Preparedness Working Group is tasked with developing a comprehensive Metro Emergency Preparedness Guidebook that addresses weather and non-weather emergencies for councilmembers to be better equipped to aid constituents in emergency situations; and
WHEREAS, a study of communication protocols, emergency command coordination, critical infrastructure restoration priorities, mass sheltering strategies, debris removal procedures, and resident preparedness guidance will help Council Members to better respond to future emergencies; and
WHEREAS, this study will culminate in a comprehensive and publicly accessible Emergency Preparedness Guidebook for use by Council Members in response to a wide variety of Emergency Situations. This Guidebook will strengthen coordination during future emergencies and improve public awareness of emergency procedures.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
