A resolution accepting the terms of a cooperative purchasing master agreement for curb management technologies for Nashville Department of Transportation and Multimodal Infrastructure (NDOT).

WHEREAS, Tennessee Code Annotated ? 12-3-1205(b) allows the Metropolitan Government of Nashville and Davidson County ("Metro") to participate in a cooperative purchasing agreement for the procurement of any goods, supplies, services, or equipment with one or more governmental entities outside this state; and,
WHEREAS, Tennessee Code Annotated ? 12-3-1205(b) allows Metro to participate in an out-of-state master agreement by adopting a resolution accepting the terms of the master agreement; and,
WHEREAS, the Purchasing Agent desires to participate in the master agreement between, Region 14 Education Services NCPA, a state of Texas governmental agency, and Automotus, Inc., a copy of which is attached hereto and incorporated herein (the "Cooperative Agreement"); and,
WHEREAS, Automotus, Inc. provides fully automated curb management technologies that allow for the collection and analyzing of multimodal data, automated payment and invoicing, and automated enforcement; and,
WHEREAS, in an effort to implement forthcoming recommendations regarding curb management from NDOT's Connect Downtown study, NDOT seeks to quickly employ curb space technologies as part of a pilot deployment, while it explores broader uses across Davidson County; and,
WHEREAS, the goods, supplies, services, or equipment Metro procures under this Cooperative Agreement will be limited those that comply with Metro Code of Laws Section 13.08.080(H), which allows the collection of license plate information that is used solely and exclusively for determining whether a vehicle is violating parking restrictions and shall be deleted within thirty minutes of its exit from a monitored parking space, unless that vehicle is suspected of violating parking restrictions for which enforcement action would be appr...
